Present: members - Rankin, Gledhill, Gerdes, Wallace, Conger, Bell ex officio - Bauman, Raymond members of the Parks & Recreation Commission Arlo Nelson The Beautification Commission met with the Parks & Recreation Commission and County Planner Arlo Nelson for the purpose of discussing the proposed Caldwell Comprehensive Plan. Mr. Nelson presented information including the following: 1 . The plan will be a twenty year plan with a projected population 1 increase of 8000 to 12,000 people. 2. A planning neighborhood is defined as an area that would support an elementary school. Ideal planning would incorporate a school and park near the center of the area with commercial and services on the periphery. 3. There are currently eighty-one acres of dedicated parks in Caldwell. The standard for planning is 1 .05 acres per 100 population. This produces a projected need of seventy-five more acres. 4. The Comprehensive Plan is a policy statement which guides the City in ordinances and priorities. During discussion the following areas of concern for consideration in the plan were noted: 1 . The possible multiuse of school grounds as parks. 2. The establishment of greenbelts, both standards and locations. 3. Design review of commercial areas bordering residential areas. 4. A buffer zone along the Boise River. Each Commission will work on portions of the plan and then meet for comparison of thought and possible conflicts before submitting proposals. Present: members - Wallace, Macy, Bell, Gerdes, Roberts, Conger ex officio - Bauman, Payne The meeting was called to order in the Council chambers by Vice-Chairman Roberts. Val Wallace moved that the minutes of October 18, 1976 be approved as received. Seconded by Alma Bell. Passed. Marge Macy moved that the regular meeting time be changed from 11 :30 to 12:00. After discussion, she withdrew the motion.
