Regular Meeting
December 20, 1976 - 11 :30 A.M.
Present: members - Wallace, Macy, Gerdes, Bell, Conger
The meeting was called to order in the Council chambers by Secretary Shirley Conger.
Minutes of the meetings of November 8, November 15, and November 18, 1976 were
read and approved as read.
John Renk and Jess Payne arrived at 11 :40 A.M.
Resignation - It was announced that Ken Roberts has resigned and will become
City Attorney January 1 , 1977.
Commission vacancies - Val Wallace moved that Marge Macy and Alma Bell be nominated
for reappointment to a full term. Seconded by Bob Gerdes. Passed.
Commission members submitted ballots on names to be submitted for appointment
to the two vacancies on the Commission.
Garden school - John Renk announced that the Extension Service is sponsoring a
garden school on February 28, 1977. Speakers will include Jess Payne who will
talk about the new tree ordinances.
12:00 noon - Alma Bell was excused. Bobbie Rankin and Marilyn Bauman arrived.
Trees - Jess Payne reported that he has contracted for about seven replantings on
parkways where diseased trees are being removed.
It was announced that the Dutch Elm disease ordinance was passed under suspension
of rules on November 16, 1976. The amendments to the tree ordinance were read
on November 16 and December 7, 1976. Third reading is scheduled for December 21.
Councilwoman Bauman reported that one sentence is being added to the tree
ordinance amendment for the third reading which clarifies that the property
owner is responsible for tree work on parkways. Marge Macy moved that this
Commission approve the added sentence. Seconded by Val Wallace. Passed.
Comprehensive Plan - It was announced that goals submitted by this Commission
were submitted through Arlo Nelson to the Planning and Zoning Commission. That
Commission objected that they were too specific and asked Mr. Nelson to include
them in more general form.
Commission members studied the Comprehensive Plan and agreed the following three
points are missing and should be presented for inclusion at the Planning and
Zoning Commission public hearing on December 20:
1 . The establishment of setback requirements along streams and water ways
to protect their future usefullness as greenbelts and open space.
2. The inclusion under the heading "Major Thoroughfare System" of a policy
encouraging plantings wherever feasible, possible projects to include
landscaping and beautification of major City entrances and a Caldwell-
Nampa-Canyon County landscaping program in conjunction with the
reconstruction of U.S. 30.
3. Inclusion in the chapter on neighborhoods of some statement encouraging
,rte the rehabilitation and improvement of the living environment in older
deteriorating residential neighborhoods, thus retaining the residential
character of areas which might otherwise be invaded by commercial
development.

Commission vacancies (continued from earlier in meeting) - Bobbie Rankin submitted
PIN a ballot. Results of the voting were announced as follows:
Steve Jensen will be nominated to a full four year term (term of Jerry Ogstad
is expiring without having been filled)
Rick Youngblood will be nominated to fill the unexpired term of Ken Roberts
Commendations - Val Wallace moved that nominations for commendations be brought
before the Commission at any regular meeting, that Commission members view the
nominated site during the following month, that a vote be taken at the next regular
meeting, and that sites receiving a unanimous vote will be recommended to City
Council for commendation. Seconded by Bobbie Rankin. Passed unanimously.
Bob Gerdes nominated Production Credit Association and the adjacent beauty shop
for commendation because of their landscaping and overall designs.
1 :35 P.M. - John Renk and Jess Payne were excused.
Railroad depot - Councilwoman Bauman reported that contact with the Union Pacific
superintendent in Pocatello has indicated willingness to discuss painting or
restoration of the Union Pacific depot in Caldwell. She further stated that
the City is considering a possible L.I.D. for 7th Street which would include
sidewalk repair and tree planting. The depot could be a focal point for such
a project. Commission members agreed this project should be pursued. Bob Gerdes
was appointed to meet with Councilwoman Bauman, Mayor Pasley, Project Engineer
Dave Benson, and Bob Bushnell to work on design sketches of possible restoration
and development work.
Postage fund - It was announced that monies donated by Commission members to pay
for mailing of minutes is no longer needed as the City has agreed to mail minutes
to Commission members. Bobbie Rankin moved that the $2.33 remaining in the fund
be donated to the City Hall coffee fund. Seconded by Val Wallace. Passed.
There being no further business the meeting was adjourned at 1 :50 P.M.
