HomeMy WebLinkAbout1977-01-17 Beautication CALJ.TELL BEAUTIFICi=N CflMYISSION Regular Meeting January 17, 1977-11: 3) A. M. Present : members- Tallace, Bell, Macy, Gerdes, Jensen, Youngblood, Conger. The meeting was called to order in the Council chambers by Secretary Shirley Conger. New members, Steve Jensen and Rick Youngblood were introduced and welcomed. Minutes of the meetings of November 23, 29, 30, and Dec. 20, 1976 were read and approved as read . Jess Payne arrived at 11:40 a. m. Elections- Bob Gerdes and Shirley Conger were nominated for chair- man. Steve Jensen moved norinations cease. Seconded by Alma Pell. Passed. Voting and other elections were postponed until later in the meeting. Trees- It was ann ,unced that the amendments to the tree ordinance were passed on third reading on Dec. 21, 1976. Jess payne reported that work under the ordinances is going well. All owners having trees reoved have agreed to replanting. There are 7 or 3 more trees to be removed as soon as weather permits. When that work is done, the total number removed will be about 40 and all dead Elm trees in Caldwell will have been removed. Jess further reported that interest has been shown in what Caldwell is doing by a group e") in Cour d' Alene that is drafting a. state law to be presented to the Legislature. He has also received an application for recognition from "Green City USA" which he will follow through with. 12:05 p.m.-Marilyn Bauman arrived. Councilwoman Bauman reported that the proposed city budget includes 150,000 for forestry. This figure includes a forestry foreman, 2 part time crewman, sprayer maintenance & supplies , and the ourchasing of trees for a city nursery. 12:20 pm. - Bobbie Rankin arrived Railroad Decot & 7th St. Project- Councilwoman Bauman stated that because the 7th street project is dependent on no loss of parking, plans cann t proceed without Union Pacific support. She read the attached letter from the City of Caldwell to the Union Pacific superintendent at Pocatello and reported no reply has yet been receive: P!a.rilyn further reported that the project committee made up of Miyor ?'asley, Bob Gerdes, Don Horan, Bob Bushnell, Dave Benson, and herself have discussed asking the College of Idaho Art Department to assist drawing up a design for which the City would be willing to pay $100.00. If the City receives a favorable response from Union Pacific, the committee will then proceed to meet with the Art Department and property owners. Commis ion members noted that design sketches prior to meeting with property owners would b helpful and that public restrooms should be incorparated in the project. Elections (continued )- Val Wa11-ice & Bob Gerdes were nominated for vice-chairmn. Bobbie Rankin moved the nominations cease. Seconded by Mar7e M .cy. Pa -sed. r'arrre Macy was nom's nated. for secretary but declined . Alma Bell eqN and Val '.fallace were nominated for secretary. Steve Jensen moved the nominations cease. Seconded by Bobbie Rankin. Passed. Discussion was held on the advisability of electing co-secretaries. Members were instructed to vote for 2 names if they wished co- secretaries. The following were elected : Ohairman-Shirley Conger Vice-chairman- Bob Gerdes Co-secretaries-Val Wallace Alma Bell Appointments- The following appointments were made for 1977 : Telephone committee-Marge Macy Spring Cleanup-Val Wallace Small Projects-Bobbie Rankin Liason to Parks & Recreation Commission-Bobbie Rankin Advisory Council on Lawns & Garden,,-Large Lacy Liason to Planning & Zoning Commission-Steve Jensen & Shirley Conger. Bob Gerdes is to continue on the 7th st. project Committee 12:40 Rick Youngblood was excused. Meeting Time- A motion was made by Bobbie Rankin and seconded by Val Wallace to change the meeting time to 12:00 instead of 11:30. Passed. Comprehensive Plan- The plan was discussed and Marilyn Bauman reported she presented 3 points to the city council as follows : The neighborhood plan development should encourage city residents to donate gifts for park acquisitions in neighborhoods. Charge developers for land price acquisitions in developments for park areas and said costs could be passed on to buyers. Inventory of city owned lands to determine what is available for parks. This Commission a.-geed in theoe7 with these suggestions and will study them. Any further suggestions should be submitted by Feb. 1st from members. Commendations- It was suggested after discussion, that the city limits be observed in recommendation to the council for ap-,roval. Val ;Wallace moved the attached commendation procedures be anuroved. Seconded by Marge Macy. Passed. The first nomination and votinm was held on recognising The Production Credit Association and Magic Mirror Beauty Shop for aporoval of overall design, landscaping, & adequate off-street parking. Passed unanimously . This will be sent to the Council for approval. Jefferson Jr. Hir-,11 Community Center- Val Wallace reported on the meeting last week. Don Horan had discussed Innovative Plant Grant and its potential merits. Jefferson complex could be center of all-inclusive planning for the community. The Eeautification Commission should note ideas for the Flar CrFrts . The plan needs socia. J.11C1 develoomtuu Iles, 5uca d5 UlKeWciyv, etc. Quiet Parks- Shirley Conger reported that the Rotary Club was basically interested and needs more information. The property on Maple & Ohio is ready to be improved and has the approval of all departments concerned. Bobbie Rankin and Jess Payne will draw up recommendations to be presented to the meeting of Ratary on reqN Friday. Bobbie will present these suggestions at the meeting. The secretary was requested to write to Mr. Rip Gledhill notifying him of the Commission' s approved policy March 15, 1976 and requesting that he send a request for excused absence leave , or replacement on the committee.
