Regular Meeting Council Chambers
April 18, 1977

The meeting was called to order by Chairman Conger.
Minutes . The minutes of the March 21 meeting were approved as
distributed.
Community Resources Committee. Before the minutes were approved
Macy reported that Councilman Olesen had disagreed with the wording
in the minutes of last month' s meeting of this Commission's claim to
have gotten all their recommendations included in the Comprehensive
Plan. Chairman Conger felt that the intent of our final recommenda-
tions had been included in some form in some part of the plan. The
Commission felt that Mr. Olesen' s objection was understandable in
light of the fact that not all of the original recommendations had
been included. Macy reported that the Community Resources Committee
had made some suggestions dealing with irrigation problems in Caldwell
including: 1. People with underground sprinkling systems irrigate
at night. 2. Where possible, flood irrigating be done at night.
3. Neighborhoods should try to handle their own problems and
4. To report overflow violations people should call the city irriga-
tion department.
T Beautification Commission Meeting. Conger outlined a plan to expedite
the meetings of this commission: The Chairman would go quickly
through all the areas of our concern with reports from anyone who
needs to make a statement. The rest of the time would be spent on
no more then one or two projects. Suggestions for the agenda should
be made in advance to Conger so that, when needed, resource people
can be brought in and our efforts concentrated on fewer projects at
one time. It was the consensus of the Commission that this plan be
adopted.
Parks and Recreation Commission. No report. Rankin stated that
there would be a discussion of the opening or closing of 6th Street
at Memorial Park between the swimming pool and the playground at the
meeting tonight.
Planning and Zoning. No report. Conger noted that Arlo Nelson is
working on zoning ordinances .
Trees . No report. The Green City application plan has been dropped
for this year because it is too late to follow through, Macy reported.
Bikeways. No report. Conger suggested that we need to make a total
review of the proposed bikeway system and then to schedule a work
session to consider the situation.
egs Arboretum. Councilman McCluskey reported to Conger that because of
the water shortage this is not a good year to begin work on an
arboretum. Because planning for an arboretum will require a year or
more Conger suggested that Bell and Youngblood prepare a work session.
We would need to consider where an arboretum might be located,
among many other things . It was suggested the two soil conservation-
ists be invited to the work session after which we could, hopefully,
make recommendations to the City Council.
Payne arrived at 12:30 noon.
City Tree Nursery. Payne reported that Caldwell tree nursery, near
Purple Sage, is all planted. It includes select species of Maple,
Ash, Linden, Crab apple, Locusts and Pine. There have been 160 small
Scotch pines donated by the Realtors Association. In response to a
question from Conger about low shrubs in the nursery Payne replied
that there is space and they could be put in but there is no budget
to buy them at this time. Donations of shrubs could be accepted from
service organizations. Payne reported that a man has been hired in
the weed control job.
Spraying is progressing in spite of the weather.
The Commission discussed the fact that April 29 is Arbor Day.
Rankin moved that we ask the Mayor to designate April 29 as Arbor Day
and to run a campaign to that effect. Bell seconded. Passed.
Railroad Project. No report.
Curtis Park. Conger reported that she had been in touch with the
Canyon County Historical Society. They have been working on the
Ward Massacre site for several years and would be interested in
considering ideas for other historical sites which might receive
funding from the County. Since Curtis Park is an historical site
N within the county Conger suggested that we might present to the
Historical Society the notion of the improvement of Curtis Park.
Payne was asked to enumerate the problems involved in this project.
He replied that drainage of the whole area seemed very difficult;
the mosquito problem was severe; the river would have to be diked;
the access bridge would have to be improved and; parking provided.
Conger appointed Wallace and Bell to attend a meeting of the
Historical Society on April 20th, to talk with them about Curtis Park.
Quiet Park. Rankin reported that the Forward Club will take on the
Quiet Park as a project. There was a discussion about using the
Quiet Park as the first phase of the Arboretum and making plans with
this in mind. Rankin is to set up a planning meeting with Elsie
Welch of the Forward Club, Payne and Morse to make a plan for the
park to be presented to the City Council.
Payne left at 1:15.
Spring Clean-up. Wallace reported that the garbage pick up was to
begin today and continue through this week. Because of the date not
being set soon enough the help for the Senior Citizens and the help
from the Boy Scouts had had to be cancelled. At Conger 's request
Wallace read a memo which she had written and addressed to the Mayor
and the Council President in which she outlined a plan for Spring
Clean-up another year. After some discussion and suggestions for
additions Macy moved and Rankin seconded that the memo be re-written
to the entire Council from the Beautification Commission for
possible inclusion as City Council policy. Passed.
Commendations. Conger explained that there would not be pictures of
the last recipients of commendations because of some confusion
about who was to get the information to the paper. Rankin nominated
for possible recommendation for commendation the following: 1.
Orville Collins ' office building on the corner of 10th and Blaine
for improvement of the building, landscaping and provision of off
street parking. 2. King Brown Gardens on Arthur for general,
over all improvement and for providing off street parking.
Beautification Commission. Conger reported on her visit with Mr.
McCluskey, Council President, about how this commission should operate
and what was expected of it. Mr. McCluskey recognizes that the duties
of the commission are not made clear in the ordinance. Alta Williams
who happened to be in the room at the time was asked her opinion
regarding the working of this commission. She suggested that we
write a letter to the Council asking them whether they want us to
choose our own projects or whether they would prefer the Council
and Mayor assign projects to us . Conger will write such a letter
if the problem is not discussed at the Council's noon meeting
on April 19, 1977.
