Regular Meeting. Council Chambers .
June 20, 1977, 12 noon.
Present: Members : Conger, Gerdes, Jensen, Macy, Rankin, Wallace.
Ex Officio: Bauman
Guest : Paul Hale
The meeting was called to order by Chairman Conger.
Bikeways . Paul Hale, State Coordinator of Bicycle Safety, was
introduced. Hale, in an explanation of his job in the state
brought out the following points of interest : 1. He intends to
set up a state level board to deal with bicycle safety and to
help in planning bicycle pathways. 2. He will set up committees
in various areas of the state to work on projects concerning bicycle
safety and bicycle pathways . 3. His office will be working on
publicity to support pathways and safe bicycles. 4. Workshops
will be set up all over the state. These will be designed to edu-
cate more people of the necessity to maintain safe bicycles and
to build safe places for riding.
In answer to a question from Conger, Hale stated that some factors
in the design of bike-ways are to keep cyclists from having to
move in and out of traffic; safety along waterways; and to avoid
putting bike-ways in remote areas that might invite molestation.
' T Hale reported on his effort to establish peer courts for offenders
of laws pertaining to cyclists. He added, further, that as of
July 1, bicycles are no longer to be considered toys but will be
dealt with on the street as vehicles. Bicycles should travel in
the same direction as other traffic, stop at stop signs and travel
at a safe speed. It is best to have a city ordinance stating these
things in words similar to the state law.
Other points of interest brought out by Hale include these :
1. In Boise cars parked in bicycle pathways are ticketed and/or
impounded. 2. More bicycles than cars are sold in the USA.
3. Bicycle riders ride up to 5 miles a day to work. 4. Core areas
of cities will not give up parking for bicycle pathways, therefore,
they must be routed around the busiest parts of town. 5. Bumps
are as good as stripes in separating automobile traffic from bicycle
traffic.
In closing Hale announced that in the fall he will be sending
letters to local people inviting them to attend a bicycle safety
wcrkshop. This Commission is to submit names of individuals and
groups who should be invited to this workshop.
Conger appointed Jensen to be the liason for bicycle pathways.
He will work with a steering committee to determine how and what
to do with the project. Jensen will also check with Police Chief
Astleford about setting up a licensing check.
Mr. Hale left and the meeting continued.
Minutes . The minutes of the May 16 and special May 18 meeting
were approved as distributed.
Community Resources . No report.
Commendations . Rankin moved that the new office building of the
firm Gigray, Downen, Miller and Weston be considered for re-
commendation for commendation for effective building design,
attractive landscaping, provision of off street parking, for
utilization and preservation of old, established trees and for
utilizing the energy conservation measure of planting grass next
to the building. Gerdes seconded. Passed.
Curtis Park. Wallace reported that Conger and she had attended
the board meeting of the Canyon County Historical Society to
exchange ideas about Curtis Park. That group is very enthusiastic
about making Curtis Park accessible to the public and is willing
to cooperate on a feasibility study. Stan Pilcher and Frank
Crookham were appointed to serve on this committee. Conger
appointed Gerdes and Wallace members of the feasibility study
committee. Gerdes is to be the convenor.
Entrances . Macy presented a list of priorities drawn up by the
Streets and Roads committee. It was the feeling of this Commission
that since so much of the highway system is in limbo that we not
make any particular efforts, at this time, on projects to improve
r 1 the appearance of highway entrances to Caldwell.
Arboretum. Conger told the Commission that she had been asked by
the City Treasurer Don Horan to help in making an application for
80/20 Bureau of Outdoor Recreation matching funds for use in plann-
ing and establishing an Arboretum. Gerdes moved that Conger proceed
with Horan in making application for arboretum funds . Seconded by
Wallace. Passed.
Beautification Commission By-laws. Conger asked Rankin to start
work on revamping the by-laws of this commission.
Railroad Project. Gerdes and Bauman reported that they had some
new thoughts about how to proceed on getting this project started.
They felt that it might be useful to block off the area in front
of the depot and to promote gathers of certain interest groups in
this location. Some suggestions were : an Antique Auto show, a
Peddlars Fair, Chicano Day, Art Fair, Rock and Gem display, etc .
Gerdes and Bauman will continue planning.
Name of Commission. After a discussion which included a statement
of urgency from Don Horan who had joined the meeting temporarily
Gerdes moved that we adopt the name Caldwell Community Development
Commission. Wallace seconded. Passed.
The meeting disbursed at 2 :45 p.m.
