HomeMy WebLinkAbout1977-12-12 Beautication Caldwell Community Development Commission December 12, 1977 Regular Meeting Members present : Macy, Conger, Roelofs, Rankin and Bell Ex Officio: Jess Payne Guests : Palrang, Renk and Moore The meeting was called to order by Chairman Conger. Minutes : The minutes of the November 21, 1977 meeting were approved. Arboretum: Tom Moore explained the planning of the School District to develop five acres of school land behind Lincoln School into a neighborhood park, with educational value for students in studies of plants. Tables and barbecue grills and a minimal amount of trees and shrubs would be installed. Mary Higdem, the Director of Title 4 Environmental Projects and the committee have applied for a $70,000 grant and expect approval by late January, 1978. All labor, irrigation, seeding and materials would be their responsibility but they would like this committee to assist in overall planning and imput. Members : A recommendation will be sent to the Caldwell City Council for the appointment of Kathy Loughrey as representative from Retail Merchants Association. Moved and seconded. Trees : Jess Payne reported on the change in ordinance of tree removal. The fee has been raised from $5.00 to $25.00 and a license must be applied for with a test indicating knowledge of ordinance, insurance, diseases, etc. He would like also to see a change denoting that residents of the City must conform with disease control or public nuisance and hazards . Renk reported the Forest Service in Coeur d'Alene has funds for trees, tree surveys, etc. which could be looked into. Payne reported his department has a fifty-five year old man who is working out well on the green thumb project. Planning & Zoninz: Wallace reported the copies on this committee 's feelings of ordinances have been sent to the Mayor and Mel Lewis. Wallace read our letter to Pioneer Irrigation on easements of roads and the importance of discretion in giving them in the future very carefully. Quiet Park: Rankin reported the Forward Club will move on the name of the park and plantings. Chamber of Commerce: Macy reported the Chamber's Roads & Streets will have their meeting of 1978 in September, the second Monday. Our Commission's priorities will be presented by then. Bikeways: Wallace contacted the Department of Enforcement on the survey of bikes in Caldwell. The Commission discussed the unsafe conditions of the bikepath on Illinois . Roelofs will discuss our concerns with the Mayor. /4N Commendations : Nomination was made for the viewing of the Federal Land Bank and the 2000 Block of Cleveland. New Members : Ives Jones was nominated for a position on this Commission. A recommendation will be sent to the Council. New Business : A concerned citizen asked that the graffitti on Rose Garden Hill be considered. Jess Payne will look into this. Historical: Roelofs brought into discussion the Humanities Project of the library on historical buildings and sites in our area.
