Regular Meeting. Council Chambers
January 16, 1978, 12 Noon.
Present: Members : Bell, Macy, Rankin, Roelofs, Wallace
Ex Officio : Bauman, Payne
Guests : John Renk, Helen Ulmen, V. Pres . Forward Club.
Chairman Rankin called the meeting to order at 12:08. The minutes
of the Dec. 12 meeting were approved as corrected.
Arboretum. No report. The meeting which failed to convene is to
be re-scheduled.
Members . Rankin will check on whether Ives Jones has been notified
of his appointment.
Planning and Zoning. It was reported that Mel Lewis said that
nothing has yet been done regarding a Plan and Design Review
committee for the city.
Roads and Streets . Macy reported that the Chamber of Commerce has
already established its list of. priorities .
Bikeways. Roelofs reported on the visible physical dangers of the
North Illinois bikeway. It will always collect rocks and gravel
and be affected by the run-off of water. These things, in addition
to two curb cuts make it a basically unsafe place to ride a bicycle.
Members of the Commission asked why this has been designated a
bikeway when it is neither safe nor adequate. No one could answer
the question. Roelofs will visit with Paul Hale to discuss the
situation.
Rose Garden Wall. It was reported by Payne that he had talked
to the High School art teacher who is interested in organizing
students to paint out the graffitti on the Rose Garden retaining
wall. The city will furnish paint and equipment.
Tree Ordinance. Payne read a proposal for the cityts tree ordinance.
This proposal would allow the city to remove diseased and dangerous
tree stumps from private property adding the cost of removal to the
tax responsibility of the owner. It was consensus of this Commission
to support the proposal after it has been presented to the council.
Commendations . It was moved and seconded that this Commission
recommend to the city council the 2000 block on the north side of
Cleveland Blvd. for improvement in overall appearance of their
neighborhood, Passed. The Commission feels that it is particularly
significant that a neighborhood has been able to improve itself
by the painting of houses and pruning of shrubs on several properties.
A general concern was expressed by Commission members that parking
in this area is both inadequate and dangerous .
eN Down Town. Bauman reported that she will organize a meeting of
interested parties concerning corner parks on Main and Kimball.
She also reported that the Union Pacific has given the go-ahead

to use the railroad parking area but there seems no hope of
obtaining a railroad car. Bauman will meet with Gerdes about this
project. Mary Higdem of the Environmental Education Committee
would like to give some local school children the opportunity
to cooperate with the city in planting trees during the city' s
observance of Arbor Day on April 12.
Bauman asked for suggestions from Commission members about park
areas in the city.
The meeting adjourned at 2:00 P.M.
