July 7th 1980
P&R office - Caldwell
The July 7th meeting of the Parks and Recreation Commission was called to order
by Chairwoman LeAnn Simmons at 7:25pm in the P & R office.

Minutes from the June meeting were read with corredt.i ons being made on the
original copy on file in the rec. office.
DULCET REPORT - LeAnn Simmons
A copy of the budget was given to each member to look over - general discussion
followed over some aspects of the budget. Budget to be presented to City Council
at their next regular meeting.
Dee then moved that the Caldwell City Parks & Recreation Commission recommend
to the Caldwell City Council for approval the proposed Recreation Budget 66r 1981.
Motion seconded and passed with 3 voting "yes" and 1 abstension.
THERMAL - SOLAR ENERGY REPORT - LeAnn & Joe Frost
LeAnn reported that from a meeting pertaining to solar-thermal heating for
the pool it was decided that of the solar heating prospects, the purchase of
a solar blanket as soon as possible for the pool would be the best.
Joe Frost reported to the Commission the highlights from the Thermal Energy
Seminar in Boise. Joe learned that Caldwell is setting in a very good
position right now in that we don't have to drop any test wells. A well out
at Karcher is at 2300 ft. with 160 degree water; Simplots' have the same thing
and we have a 600 ft. well with 85 degree water in !own. Klamath Falls, Ore.
was noted as an example of thermal energy production. They are dropping 5 wells

in that area and they are putting the hot water to good use already _ running
" 1 it all over town. Joe reported the water at the pool that is heated thermally
should also be covered with a solar blanket as well . Grant money is available
for covering the pool if It Les in with thermal heating. It was suggested
that, we encourage Joe to pursue this further and hoop the council- posted as
well.

RECREATION REPORT - Priscilla Grant
Priscilla reported for George that the pool is running smoothly. The gymnastics
program is going very well . Terri Bailey is the coordinator for the gymnastics
program. Bob Mattox has taken Bill Jordon' s pl r-I c,, at, the pool. He is doing a
superb job.
The pool phone number is unlisted yet and it was decided that the number should
only be screened through the recreation dept. numiher and personnel.
PARKS REPORT - Jess Payne
-see attached report-
Citizen complaints about the conditions of the restrooms on the weekends were
brought to the attention of the Commission.

Dave made a motion that the Commission recommend to Jess that the restrooms
in the Park be cared for on the weekends. Motion seconded and approved by a
unanimous vote.
New Business
Two positions have apparently been vacated on the Commission. Names are
being accepted as nominees for the vacated positions. Names submitted at
this time are: Harry Huffer, Carl Christensen, Cathy Hoadley, Stefani
Knoeller.
Next meeting Aug. 4th at 7:00pm in the Iiec. office.

Parks Report July 7th, 1980
This has been a very busy season with more ball field to keep up and
very heavy usage of the parks.
Vandalism and litter still remain the most difficult problems, but
hopefully we will be able to stay with our budget.
Parks Report July 7th, 1980
Wilson School-- The tot lot is completed with landscaping the grass
is seeded and the rest room completed except for signs on the doors.
The senior citizen swing will be put in when grass is up, also a
picnic table.
The tennis courts are just about finished except for the coating and
striping the landscaping around them will be the last thing to be done
probably this fall. The tennis courts should be ready for play in
about two weeks.
I expect the project will be completed by this fall six months ahead
of schedule.
