Meeting of August 25, 2015 @ 5:00 P.M.
Caldwell Police Department Community Room
110 S. 5th Avenue, Caldwell, ID 83605
I. Call to order. Theresa Hardin called the meeting to order at 5:02 p.m.
II. Roll Call.
Members Present. Theresa Hardin, Gina LuJack, Brian Billingsley, Gene
Gunderson, Mike Pollard, Tom Marmon and Rena McKean.
Members Absent. Dr. Brett Bauscher, Cindy Ambriz, Kelli Warwick, Dave Marston,
Vinton Howell, Julie Warwick.
Others Present. None.
III. Minutes. Mr. Marmon made a motion to approve the minutes of the meeting of
January 15, 2015. Second by Mr. Gunderson. No discussion. MOTION
APPROVED UNANIMOUSLY.
IV. Old Business. None.
V. New Business. None.
A. Update on Dog Park Proposal. Mr. Billingsley informed the committee that the
City Council approved a $48,000 appropriation in the FY 2016 budget to help get
a dog park started. He said these funds will be used to pave a 20-foot wide
pathway into the dog park, develop 8 foot wide gravel pathways throughout the
park, fencing, doggy stations and trash cans.
Mr. Billingsley announced that the public hearing on the special use permit will be
held on November 10th
Mr. Pollard asked how much it would cost to finish the dog park with benches,
shelters and play equipment. Mr. Billingsley responded that the Engineering
Department will be calculating an estimate and he will forward this information to
the committee when it is ready.

The committee recommended that the city install signage explaining the rules
and figure out a way to extend water service to the park before it opens to the
public. Ms. Hardin said she would like to do a ribbon cutting ceremony.
B. Fund Raising Strategy. A discussion took place on how to raise funds to
complete the dog park with attractive amenities. Several committee members
would like to establish a non-profit corporation that would receive donations for
the dog park. Mr. Billingsley stated the city attorney might be willing to help the
group get incorporated with the State of Idaho, but he would speak with the
Mayor before making any inquiries.
Another idea that was discussed was selling memorial bricks that would be
installed near the entrance of the dog park.
Another idea that was discussed was selling corporate sponsorships in each
section of the dog park. If a company or organization wanted to pay for all of the
improvements with a certain section, the section would be named after the
company or organization.
No decisions were made. This item will be discussed in more detail at the next
meeting. Mr. Billingsley and Mr. Pollard will be meeting with the Mayor to
discuss these ideas.
