Chairman Phil Fouts called the meeting to order at 12:01 pm.
1. Minutes of February 2016 Airport Commission Meeting
Motion was made and seconded to accept the February 2016 Minutes. Motion passed.
2. Airport Improvement Program--Toby Epler
Toby Epler reported that they opened bids for the Apron Project (Al P28). There were
three bids submitted. The low bid came in at$765,000 which is under the funding
threshold. Central Paving, the low bidder, has received the contract. Work is slated to
start June 13`h on the west side of the apron, which will run through the week before
July 4`h. They will then pick the work back up sometime after the 4`h.
He reported that the partially completed Lighting Project (AIP28) will resume sometime
in May, now that the weather is improved.
Toby reported that the engineering scope for the Runway Project, design only (AIP29)
has been submitted to the city—an independent fee estimate is being prepared, and
then will be compared to JUB's estimate. We are slated to get the funding for 2018,
unless funding becomes available sooner.
3. Canal Relocation Update— Brent Orton
Brent Orton was not'in attendance at the meeting. Rob stated that he has received no
further news on this project.
4. Wall of Fame Committee Report
Barry Everett, Jr. stated that he had nothing new to report. He stated the committee is
currently working on getting organized, but have received a couple more names to
consider. He stated he should have a report at the next Commission meeting in May.

5. Buildable Lots Update— Rob Oates
Rob Oates stated that work continues on the projects already in progress, and
previously identified.
He reported that Flight Dr. West has put a new face on their hangar, with a new, much
larger door. They will also build on an addition for administrative offices.
6. Announcements— Rob Oates
• AWOS has been intermittently inoperative for months. Rob finally reached
higher level help from the FAA. Apparently other users have had similar
problems with this new equipment. Technicians recently came and replaced
some parts. Since that point (approximately 10 days), there has been fairly solid
performance. Technicians will be coming to sit with the AWOS over a longer
period of time to monitor the system.
• A state sponsored program is ongoing to inspect and report on the condition of
the asphalt and airports across the state. Inspectors have been a Caldwell over
the last several days. The report will be submitted to the Aeronautics Division of
the Idaho Transportation Department.
Rob Oates, Mayor Nancolas, and Brent Orton recently attended the 2416 FAA
Northwest Mountain Region Airports Conference in Seattle, Washington.
