The members reported positive "eedback and also reported that a local bicycle club expressed interest in the recreation program. :'s'. There was ;,iscussion on each area of 1 the program. In the swimming program, hal Jensen asked how this year'; tentative admission prices compared with east years. Vern .gorse stated that the cost was a little higher but the swim time was also increased. There was further discussion on 2 hour sessions as opposed to 1; hour sessions. 'shuck banks stated that in the past, family passes have been abused. Marilyn lyn ::3auman said the swim team members have not been charged an admission fee. r. Iierboid stated the dive team members have always paid to practice. There: was further discussion on fees for the swi1n ,r team. Chuck Banks asked if the i.!.y fiad to approve fee charges. •George Tavares and Therm Jaffeboth thought the :salvation Army Board had to approve chareen. Chuck 'Banks suggested that someone check .lith the Jity Attorney to be safe it is legal. i•t-. Ranks also stated that there are some capital improvements needed at the pool for the special education groups. Tracy ierbold stated the swim team and dive team cannot practice together due to the distance needed to swim. The Commission decided the coaches needed to work this out and schedule their times. Dee Palrand moved that we except the tentative swimming program outlined by- Mr. Morse. It was seconded by George `iavares and passed with a unanimous vote. Next under discussion was the tentative budget for the swimming pool. Vern .Iorse explained the cost difference of the pool while not in use as opposed to being in use, the latter naturally being greater. Chuck Banks said the pool may eventually be covered. George Tavares made a motion that we approve the fees and budget that Mr. i.iorse has presented us. Dee i'alrang seconded the motion and passed with all in favor. Vern Morse explained the tentative programs set up for the library, golf, tennis, emIN special education, and !{ids Piayer. ound which allows children to go from one pro— gram to another. In the Little League program the ,youngest arc group will be able to move to a variety of activities besides baseball if they want to. There was some discussion on paid coaches and volunteer coaches for the baseball program. Neal Doff suggested that possibly there may be some Senior Citizens interested in volunteering to help in this program. aeeistration for the baseball programs will be through the schools. Mr. Herbolci said he would like to see registration for all the programs run through the schools. Hr. _:orse said that was a possibility. Mr. Morse next presented the girls softball program and the use of Kirkpatrick Fieldhouse, the track, and the tennis courts at the College of Idaho. In the latter program, a College staff person would be hired to supervise, and a• variety of programs would be available. Mr. Morse also discussed an outdoor recreation program combined with the Boise itecreation program. It consisted of such activities as backpacking, bike trips, kids overnight programs, horsepack trailing, and kiyaking. Available insurance policies with these recreation programs are required. Vern Morse reviewed the entire budget totaling >76,000.00. Also he reviewed a Federal Grant written up as a formal recreation program with thirteen hired positions. It is for $60,000.00 which includes salaeries, equipment, and maintainance. Dee PaLrand made a motion to except the proposed recreation program submitted by Mr. Morse. George Tavares seconded it and it passed unanimously. Neal Goff asked if it was possible for participants in the c:um or prograre to get emone insurance policy for all activitiesrequiring them,as opposed to one policy per activity. Vern .horse said he would check on this. -i- i Mr. Herb old asked if a diving instructor was 7,oing to be hired as the diving team would Like to have one. Vern :orse stated he is looking for a highly qualified person to hire now, but is hiring Linda Jackson who will act as diving super- visor in case he does not succeed in finding a qualified person to fill the posi- tion. ;:r. 'erbolci stated he felt it should be mandatory that one life guard have a competitive diving background as part of the ,`ob description. He felt this would help to perpetuate the diving pro,ram. ieorge Tavares made a motion to approve the tentative budget set up by :ir. Bruce Papapietro seconded the motion and it passed unanimously. Hal Benson made a recommendation that one of the life guards should have a com- petitive diving background. There was some discussion and the members concluded that Mr. Horse is doing his best to hire a diving coach. • Hal Denson made a motion to table the rest of the agenda. Dee PaLrang seconded the. motion.., Bruce Papapietro su:;gested we go on with #11 on the agenda on the traffic flow between the park and the pool as the City may need to know before our next meeting. Hal Denson withdrew his motion. There was much discussion on the section o'' road between the pool and the park on 6th St.. Vern :corse said Jesse Paine stated that if the street was closed for the summer it was not very good for a parking area, but the area North was originally designed for parking. ieor ;e •Tavares said two years ago a study was done :.:nd the results were to close off 6th St. and Irving St.. Neal Groff made a motion to ,/'IN close off 6th Wit.'permanently and grass it over. .It, was seconded by Bruce Papapietro and passed with a unanimous vote. :;Forge Tavares recommended that this get to the i'ayor as soon as possible. Sherry, Jaffe said he will make the report to the Mayor. The next scheduled meeting will be on the 3rd '!onday of April at 7:30 p.m. at City Hall. Sperm Jaffe announced he will be leaving Caldwell as of June, 1977, and we will need a replacement for his position as Chairman of the Parks and Atecreation Commission.
