The meeting was called to order by Chairman Sherm Jaffe at 7:35 p.m..

The minutes of the previous meeting were approved as corrected.

Chairman Jaffe named Neal Goff as the Commission member who will serve on the
committee with the '.eautif i.cation Commission on the planning of the Downtown
Park ?laza. Dee Palrang is the alternate.
A calling list containing the names and numbers of Commission ;;embers, Council
Representatives, and Special Interest Croup Representatives was distributed
to all members.
:Therm Jafre introduced Vern .:orse, the new Recreation Director, to the Commission
members and also introduced each member to Jr. ;''orse. Our new Commission members,
:r. Ochoa and r. Papapietro, were also introduced and gave the members a little
background information about themselves.
Vern :-:orse distributed handouts to all present containing the Operational Philosophy
and Objectives of the Caldwell City Recreation Department. He feels the programs
should meet the needs of the entire citizenry of the community and would like
the Commission's critical analysis of it to see if it meets the needs of this
community. There was discussion on his presentation, particularly in the areas
of Operational Philosophy, Newspaper Publicity, and Radio. Sherm Jaffe also
distributed a handout showing a year's program as an overview of what has happened
in the past. :ir. :orse will set up a sample program and we can review it at
the next meeting to see coir it can be implemented to this philosophy.

of everyone in the tomo inty. lie hopes to see more cooperation between the
the City and the schools in the use of each of their facilities. Narilyn
Bauman stated that the City hopes to take over maintairiance of the fieldhouse
and stat ium complex area within two years.

There was some discussion en the short and long range goals of the City Recrea-
tion. It was concluded that we would wait until all the Special Interest groups
had met with Vern Morse before deciding on these goals. Sherm Jaffe will set
aside time at each monthly meeting for discussion about these goals.
Dee Palrang explained the agenda for the Special Interest Groups meetings
scheduled for this week and stated all groups seemed enthusiastic about the
meetings. The Chair assigned a Commission member to attend each meeting.
Vern Morse reported on Federal grants and their availability. He discussed
interest in a park development on Madison St, with a possibility of tennis courts.
There are B.O.R. funds available and also 5(1,; Federal matching funds. Marilyn
Bauman suggested we survey the area first to see if the type of park planned
would be suitable to the area.,
Bruce Papapietro asked if there were, going to be lights at the City tennis courts
this year. Marilyn Bauman stated that Jesse Paine was responsible for writing
the grant for the tennis court lights. Vern Morse said he would talk to Jesse
Paine and see if he would like some assistance in writing the grant.
Bruce Papapietro inquired about our role in the Parks. Chairman Jaffe explained
that this Commission was for Parks as well as Recreation. Mr. Papapietro then
initiated discussion on the section of the road in the park that is always
closed off and is presently under repair. He made a motion to make the road
one way and have parking. It was seconded by Dee Palrang. Hal Denson suggested
that, we needed more background information before making such a decision.
Vern Morse stated that the trend was to eliminate all travel through parks.
Marilyn Bauman suggested the Commission study the problem and come up with a
proposal. Hal Denson proposed a substitute motion that we table Bruce Papapietro's
motion, study the problem and all talk to other people and report back next
meeting. It was seconded and passed with a unanimous vote. Vern Morse said he
would talk with the Police Chief and Mel Lewis. He also stated that he would
like Jesse Paine invited to all meetings.
Sherm Jaffe reported on the planned newspaper coverage on the Director and the
Commission. Rick Koffman was very supportive to the special report for the
paper.
Chairman Jaffe announced that our next meeting will be on March 21st at 7:30 p.m.
at City Hall. The agenda for the meeting will include a proposal program set up
by Vern Morse which can be implemented to the written philosophy, the section of
road in the City Park used for parking, and short and long range goals.
The meeting was concluded at 9:25 p.m..
