The mobile home park would be a high-end development and the developer of the construction would own and manage the property. All manufactured homes in this development would be new construction. This Special Use Permit was approved by the City Council of the City of Caldwell under SUP-21-97. The applicant thought that the special use permit allowed it to operate a sales office under which to sell the new mobile homes which would be placed in this mobile home park. Based on that belief, a sales office was established within the mobile home park strictly to be used on a temporary basis for selling mobile homes in the park and nowhere else. The request of this amendment to the existing SUP-21-97 plan is to allow one temporary information/sales office (temporary office) for the sale of manufactured homes for this 170-unit manufactured home park only and for the marketing, sales and promotion of the park only and the modules therein. The park models and specs are not for sale as units outside the park and this will not be a commercial mobile home dealership, but will be strictly limited to sales of models in the park. This temporary office would be in existence until the final phase (there are three phases of the park) is 98% leased. The temporary office will be permanently closed when the entire park(all three phases) reaches 98% occupancy. It is requested that the temporary office while in use be allowed to have promotional materials in and on the home and also outside streamers or banners and a cable helium blimp, in addition to promotional materials inside the temporary office. The temporary office will be staffed with personnel, office equipment and desks as deemed necessary by the park for the sole purpose of promoting the park and its model specs only. The hours of operation would be from 9:00 a.m. until 9:00 p.m. daily, Monday through Saturday, and 10:00 a.m. to 5:00 p.m. on Sunday. The placement of the temporary office will be on Lot 69 just inside the park would not be intrusive to the park or to the public outside the park and include four parking spaces in front of Lot 69 which will be designated solely for use by the temporary office and will comply with and be in excess of the one space per 350 square feet of building requirement. The modular temporary office on Lot 69 will be landscaped and the signs identifying the building will be non-intrusive and of a commercial quality nature as shown on the attached detailed site plan. There will be two to three employees and it is anticipated, dependant upon the economic climate of the community, that this sales office would be a temporary office for approximately 48 months. Attached with it is a detailed site plan of Lot 69 where the temporary information sales office will be located, an overall site plan of the entire proposed mobile home park, a copy of the assessor's map showing all property within 300 ft. of site, the names of the property owners and addresses identified within the 300 ft. site, and a narrative describing the requested amendment. Pursuant to our agreement I am submitting this to you on or before Friday, November 5, 1999. Enclosed is my check for the filing fee and notice requirements.
