I will be out of town on May 25 and unable to attend the public hearing. I own and work daily at the business (State Farm Insurance)just behind and across the alley from The Bean Hopper. We have found The Bean Hopper to be a good neighbor. They have been very cooperative and have done a good job maintaining their business. I would hope that the City of Caldwell would allow the restricted operating conditions to be amended as The Bean Hopper has requested. This change should allow this business to continue to grow. I support the request of Nichole Lewis and Roxanne Hansen for limited relief from the restrictions placed, in 1997, on the use of their property at 2021 Cleveland Blvd: Over the past three years I have watched, at First skeptically, as they built a business in a high traffic, residential area. The owners have done a masterful job of blending their enterprise with the residential character of the neighborhood. As the owner of two properties, 1418 and 1424 Blaine Street, in the residential corridor (Cleveland and Blaine, 12th and 21st) I initially opposed The Bean Hopper as the inclusion of yet another commercial venture in a historic, residential area of the city. More specifically, I felt that a proposed"drive-thru"window at the site was unworkable given the volume of traffic at the corner of 21St and Cleveland. I was, however, satisfied with the commission's compromise which allowed for the non conforming use while eliminating the window, limiting the menu and establishing parking, landscaping and signage requirements. The Bean Hopper's owners have acted responsibly on all of the conditions and have exceeded my expectations; their sign is appropriate, they have screened their patio with shrubs, the landscaped parking lot provides maximum off-street parking, general upkeep and maintenance has been exemplary. Granting the petition of the owner to expand the menu may increase the number of Bean Hopper customers,but not beyond a volume the business and the site can accommodate. While I do not favor commercial development of the Blaine/Cleveland properties, I do believe that the needs of responsible, existing businesses, on a case by case basis, should be addressed. I strongly urge your approval of the request for the expansion of menu options for The Bean Hopper.
