As a member of a couple of the City's traffic committees, I am aware that there was
significant discussion about the future development of this parcel at 10th and Ustick. As I
recall, the discussion centered around the need for some neighborhood commercial
development in this area, to include some smaller grocery store and other businesses as a
means to reduce the need for all of the traffic from that area as it develops to continue to
travel into town to the existing stores. It was felt at that time that this would help control the
traffic flows and perhaps reduce the traffic flows and aid in planning for future traffic needs.
This project, if approved, would then not fit with that plan. I would hope that this
consideration be looked at in the process of determining if this project is to be approved.
Technical comments and requirements for this proposed development will follow from Fire
Marshal Joe Silva. Thanks for your cooperation.

Idaho Power has reviewed plan for Northwest Health Care Inc. new
Nursing home facility on the corner of South 10th Ave & Ustick
road. Idaho Power has power lines in the area to serve this new
project. Any new line extension is subject to cost base on Idaho
Powers Schedule H for line construction costs .

MEMORANDUM

The following comments are provided in connection with application for a special use
permit for the above referenced project. The Engineering has no comments to make on the
proposed land use. We will, however, provide a few comments on development standards
that need to be addressed as development plans are submitted to the department. Our
comments are as follows:
1. The proposed development is located on the corner of Ustick Road and So. 10th Ave.
Ustick Road is classified as a principal arterial. So. 10th Ave. is classified as a minor
arterial. It will be necessary for the developer to provide in the form of a deed, 40
feet of right-of-way from the centerline of each road.
2. It is expected, as part of this development, the developer will provide full street
improvements for his half of both Ustick Rd. and So. 10th Ave. Those improvements
are to include 5 ft. wide sidewalk and curb and gutter. The top back of curb location
on each street is to be 33 ft. from centerline. It may be necessary to provide an
additional right-of-way dedication at the intersection so that all curb, gutter and
sidewalk is located within right-of-way boundaries.
3. It is expected of the developer to submit an irrigation plan to Pioneer Irrigation
District for the proposed development site.
4. It is expected of each development they provide storm retention facilities meeting the
requirements of the City of Caldwell and other affected agencies. The design of
these storm retention facilities must be approved by the City of Caldwell.
5. The nearest available sewer line has insufficient capacity to take care of the needs
of this site as well as the needs of the developer who constructed it. The matter of
sewage disposal must be resolved with the City and with other affected parties.

6. The developer will be expected to construct a 12" water main from the intersection
of Ustick and 10th Southward to the south boundary of his property and install a fire
hydrant at that location. In return the developer will have his water main extension
connection fee waived and receive credit for material cost of over-sizing beyond 8"
diameter against the cost of well development fees.
7. Development plans approved by the City of Caldwell are a requirement. Before
building permits are issued, the improvements must be constructed or bonded.

I would support the project with the understanding that the
following requirements be met:
1 . That a fire-flow of 1, 500 gallons per minute plus the amount
needed for the activation of the sprinkler system be available to
service the entire project. Two fire hydrants shall be available
to service the project. 1994 UFC Appendix III-A
2 . That the western driveway be opened up and connected with
Ustick Rd.
3. That the building be sprinkled per NFPA 13. 1994 Uniform Fire
Code 1003 .2 . 8
4 . That the building be provided with a Fire Alarm System which
meets the requirements of NFPA 72 . 1994 Uniform Fire Code
1007 .2 . 9. 1 . 1
5. That the building Fire Alarm and Sprinkler System be monitored
per 1994 Uniform Fire Code 1003.3. 1
6. That a fire department hookup for the sprinkler system be
provided at the Southwest corner of the complex.
7 . The project will need a Fire Department access lane to serve
the SE corner of the project. All driveways will have be 26' wide
around the building with 28' inside radius and 48' outside radius .

8 . That the Owner/Developer of the project was placed on notice
that the adjacent lot on the NE corner of the project is the site
for a future fire station.
9. Please correct the compass directio on the sit map.

Dear Ms . James :
Thank you for your Memorandum dated March 19 , 1997 regarding a
request by META Associates to construct a nursing home facility
on a parcel located at the northwest corner of S. 10th Avenue
and Ustick Road.
Please be advised there is a delivery point in place for this
parcel , therefore Pioneer Irrigation District wishes to state
that the water rights to all portions of this parcel need to be
honored by access being made to the irrigation water.
It appears there will be discharge into the B Drain which is a
Federal Drain. All discharge and run-off from this proposed
development must meet the approval of Mr. John Caywood of the
Bureau of Reclamation. Pioneer Irrigation District does not
accept any responsibility for such an approval.
All existing easements and right-of-ways must also be honored.
