The improvements are described in an approved "Wastewater Treatment and System Facility Plan". Improvement projects are scheduled through the year 2015. The property, upon which all future improvements are situated, was purchased in 1940 and 1986. It is not clear that an SUP was ever obtained for on earlier projects or that an SUP was needed. The zoning ordinance, as presently written, does require a permit. It is the request of Engineering, that a permit be granted covering projects through the year 2015 and which comply with the general intent and description in the"Facility Plan". All projects are intended to either improve discharge quality or enhance treatment capacity. The first project will include facilities for the removal of toxic ammonia from plant effluent and is scheduled to start in July 1998. The second project will replace chlorine injection with ultra-violet light disinfection. Later projects will deal with phosphorous removal, solids treatment, industrial capacity and equipment upgrades. Attached to this narrative is TABLE 9-3 from the"Facility Plan". It outlines the intended phasing and costs for planned projects. Exact scheduling may vary according to circumstances and costs will certainly vary with inflation and changing technology.
