HomeMy WebLinkAbout1977-08-24 P&Z MINUTES f PLANNING AND ZONING COMMISSION SPECIAL MEETING Noon, August 24 , 1977 /^"1 Present were Chairman Don Tolley , Starr Farish, Bob Carpenter, LaMar Bollinger, Ralph Nyblad, Bob Nicholes , John Hull , Tom Ensley and Mel Lewis . The first order of business was consideration of the special use permit request by Whit Jones for a professional office at 1724 S . Kimball Avenue . Since oral and written testimony opposing; that use of the property has been received by the P and Z Commis- sion and since it would be in conflict with the zoning in the 7-8-10 proposed ordinance, LaMar Bollinger moved and Starr Farish seconded the motion to deny the special use permit . The vote was six in favor and one against . Motion carried. Next the zoning recommendation for the annexation of Park West Addition was discussed. The recommendation has been made for "A" residential under the present zoning and R-2 for the proposed zoning. Mr. Lewis pointed out that Park West Addition is located adjacent to an R-1 residential zone and is designated as low density residen- tial in the Comprehensive Plan in the city's impact area. With these 7-8-11 considerations, it was moved and seconded by Starr Farish and Bob Carpenter that we recommend to the City Council the annexation of Park West Addition as "A" residential or R-1 in the new zoning. Motion carried. Mr. Lewis then asked the Commission to make a recommendation to the /-N Council for the best way to develop a street as yet unnamed located between Omaha and Madison Streets and 1st and 3rd Avenues . (Drawing is attached . ) A park is anticipated for the lower half of this area and the Migrant Council wants to subdivide the upper portion for housing. A paved roadway will be required by the financing institu- tion. The street cannot come out on 3rd in the normal alignment because of a house on 3rd. It could be deadended from 1st , angle around the house on 3rd or not go through at all . The south half is owned by the City, who would have to make some kind of commit- ment for completing its half if it wishes to participate in the development of the street . After a discussion, the Commission agreed a street should be there and the logical place for right-of-way would be as close to normal alignment in the block as possible . Rather than a cul-de-sac , they would prefer the street go through. A motion 7-8-12 stating this recommendation was made by LaMar Bollinger, seconded by John Hull and , upon vote, passed by the Commission. In other action by the Commission, two variances were approved for recommendation to the City Council . One was requested by Lloyd Christensen for a second building permit to construct 2 duplexes on property too small to plat on the southeast corner of Indiana 7-8-13 and Willow. Recommendation for granting this variance was moved by John Hull and seconded by Tom Ensley . Motion passed. The other was for Jack Noble to obtain a second building permit to construct two duplexes on property too small to plat located on ;8-14 Santa Clara Drive. It was moved by Ralph Nyblad and seconded by /;518-14 '"� John Hull to recommend granting the variance to the Council . Motion carried.
