Dear Sirs:
Thank you for your service to the people in the City of Caldwell, and the preserving the quality of
our township.
Due to a prior commitment we are unable to attend to give personal testimony AGAINST the
Special Use Permit for the property at 1724 Blaine, which is being considered at this meeting.
This is yet another attempt to put a commercial establishment in a
residential zone.
We have lived at 1522 Dearborn since November 1981, and have been involved in many similar
hearings, meetings and Special Use Permit Proceedings. Even though we have been consistent in our
opposition over the past many years, there is no similar consistency to Planning and Zoning. We
understand each permit request needs to be considered on its own merit. This request is especially
upsetting since it is another wedge in the residential area from 12th through 20th streets, and this same
type of proposal was defeated in early 1993 at 1422 Cleveland.
In the Caldwell Zoning Ordinance,Table 1,A Barber, Beauty Shop Requires a Special Use
Permit for R-2 and R-3. A"Reducing Salon -Masseur"is not permitted{Even Special Use}in R-2 or
R-3, but is permitted in a COMMERCIAL Zone C-1 to C-4. Tanning Salon is a not a defined use, much
like an Espresso Salon was not in the Ordinance, { Hopefully you will not make law by creating a new
classification as a catch-all}.
As with all Commercial Establishments, Parking is a large consideration with a "Barber shop or
beauty parlor"at "2 spaces plus 1.5 spaces for each chair"as required in the Ordinance. A Tanning
Salon should have the same requirement as a Golf Course or Bowling Alley at 5 spaces for each hole or
alley, respectively, so 5 spaces per Tanning Bed. So,two beds at 5 spaces would equal ten spaces{even
2 spaces per Tanning Bed will require lots of parking spaces}. The property at 1724 Blaine would have to
be significantly re-landscaped to allow for any Off Street Parking,which would drastically alter its
residential appearance. Altering the residential appearance is whole problem with putting a commercial
establishment in the R-2 zone. This argument has been debated many times in the Washington Heights
Neighborhood, and we who live here are tired of having to fight, re-fight and fight again this same battle
with each new applicant and Planning and Zoning.
The last Special Use Permit for the"Bean Hopper" establishment has resulted in "For Sale"signs
popping up at 2010,2011, 2005, 2006, 1924 and 1908 Blaine,this does not appear well for the future of
Residential on Blaine. Since an "Espresso and Pastries"shop was not in the City Zoning Ordinance, a
special category was made for this use, and now{pictures attached}they are serving
"LUNCH on the PATIO"{but under the previous administration this use is not a RESTAURANT}.
Please preserve the residential quality of Blaine and Cleveland which makes this area of Caldwell
a pleasant welcoming into the neighborhood.
Please deny the Special Use Permit,to prevent the historic Blaine and Cleveland corridor from
turning into strip commercial like 12 Avenue in Nampa.
