Development Plans—Prior to commencing construction, plans must be prepared by the developer's engineer and approved by the City Engineering Department which include the following items: a. Street section and alignment (including curb and gutter); b. Sidewalk(5-foot width on Ustick Road); c. Sanitary sewer(per City and DEQ requirements); d. Potable water(per City and DEQ requirements); e. Stormwater Facilities (per City Policy); f. Street lighting (recommend maximum spacing of 330 feet); g. Street signage (per City and MUTCD requirements); h. Irrigation system (per Pioneer Irrigation District Requirements). 2. The developer is to employ a responsible design professional, preferably the engineer of record, to oversee and inspect construction, to perform and/or observe all requisite testing of completed facilities, and to certify that improvements have been constructed according to approved plans and in compliance with applicable City, State, and Federal standards. 3. Prior to commencement of construction in any dedicated right-of-way, or construction of any improvement intended for dedication to the City or connected to a City facility, the City Engineering staff is to be notified. This preferably will take place in a pre-construction conference scheduled by the engineer of record in which all appropriate personnel and utilities are present. Appropriate City personnel are to be notified in advance of all testing (including compaction, pressure and coliform, etc.)and given opportunity to be present during conduct of the test. The engineer of record or his designated representative is to witness all tests and a log of inspection visits and testing results is to be kept by the engineer of record or his representative. 4. As noted previously, provision is to be made for disposal of stormwater drainage in accordance with the City stormwater policy. A copy of this policy is available upon request. The engineer of record is to provide calculations, which indicate the assumptions in his storm drainage plan, comply with requirements of the storm drainage policy. For any off-site discharge, written approval from the agency responsible for the receiving water body is required before final plat approval. 5. The development is to include a pressure irrigation system. The design of this pressure irrigation system is to be reviewed and approved by Pioneer Irrigation District and a letter obtained indicating their approval of the design. This letter of approval must be completed and submitted to the City before plan approval. 6. The mobile home park plan shows frontage along Ustick. If not already provided, 40 feet of right-of-way is required on Ustick north of centerline. 7. The Engineering Department recommends that sewer and water mains be dedicated to the City with easements provided for operation and maintenance. 8. During the design phase of this project, the developer or his engineer is to contact Pioneer Irrigation District to ascertain all existing upstream drainage rights and downstream irrigation rights that need to be maintained across the property. Appropriate facilities should be provided to convey irrigation and drainage water across the property to take care of these off- site needs. There is to be no discharge of irrigation return water into the subdivision storm water system. A letter is to be obtained from Pioneer indicating their concurrence with the design of facilities that preserve these existing rights. 9. Prior to obtaining building permits, park facilities must be completed or appropriate construction security provided. There may be temporary restrictions to the obtaining of building permits, even with acceptable construction security, depending on fire protection, drainage and emergency service requirements. All facility construction must be complete before allowing occupancy in any residence. 10. No lot within the park is to take direct access to Ustick Road. 11. The bridge over Indian Creek is subject to the regulations of Idaho Department of Water Resourses, Corps of Engineers, and FEMA. Among other issues, the bridge cannot increase the Base Flood Elevation of Indian Creek. 12. Any building within the 100-year flood plain or flood-way is subject to the City Flood Plain Ordinance. 13. The sewer across railroad property will require a UPRR permit. I discussed with Mr. Lasher at our preliminary meeting the need to separate the secondary access point from the primary access to the project (Emergency Crash Gate) UFC 902 . 2 . 1 . The preferred method would be to locate the bridge across Indian Creek further NW to shorten each street section. All roads shall comply with the Caldwell City Engineering Departments Standards . This shall include weight bearing for culvert' s and bridges . 2 . A Fire-flow of 1, 000 gallons per minute measured at 20-psi residual pressure will be required for the most remote hydrant within the project . Maximum distance between hydrants is not to exceed 500 ' . The Caldwell Fire Marshal shall approve all hydrant locations . UFC Appendix IIIA Please show proximity hydrants on the next submittal . 3 . The Caldwell Fire Department would require that any proposed street names be verified with the Canyon County Assessor' s Office to make sure there is not any duplication of a given name anywhere in the county. Final approval on the proposed street names will be provided by the Caldwell Fire Marshal . Many of the proposed street names have already been committed to in the City and County. 5 . Post the building address with 6" numbers, which are located on the front of each unit and visible from the street . (UFC 901 .4 .4) 6 .
