HomeMy WebLinkAbout03 Public Agency PUBLIC AGENCY ITEM DATE SUBMITTED BY -- M- 1 A6-/ (e, MEMORANDUM To: Linda James From: Gordon Law, City Engineer Re: Ustick Park Date: July 9, 1999 The City of Caldwell is submitting herewith, an application for a permit to develop an athletic field complex on 16.57 acres east of the Ustick and Tenth intersection. The complex would include a 4- plex ball diamond and temporary soccer/football fields. The land for development is a jointly owned piece of property belonging to the City of Caldwell and Caldwell School District. The two entities purchased the property with the intent of jointly using the site for an elementary school and a youth athletic complex. The concept was that playground area and athletic fields were compatible uses and that both entities could get more development for their dollar if these uses were planned concurrently. This use permit application, however, is only for the development of the athletic fields. The original purchase agreement designated the south end of the property for the school building and the north end for the athletic complex. Since that time both entities have determined that facility locations should be reversed and this application show permanent portion of the athletic complex at the south end. The City is also considering constructing a fire sub-station at the northwest corner of the site. Attached for the consideration of the Planning and Zoning Commission is the agreement between the School and City that was developed at the time the property was purchased. The development is intended to serve youth sports. The athletic complex would be used in all months of the year with the possible exceptions of December, January and February. When the school is constructed, some or all of the soccer/football fields will be abandoned. This application represents that the athletic fields would be used only during daylight hours. If lighted fields are desired in the future, the City will apply for an amendment to this permit. Although the schematic does not show it, public restrooms, a concession stand and bleachers will be added, as funds become available. Except for the infields,the area would be planted in athletic turf and provided with underground sprinkling system, backstops and other amenities necessary for operation of the ball fields. Parking is situated on the East Side of the complex closest to Palrang and Oregon St. This discourages the tendency of people to park street side when it provides the shortest walking distance to the fields. The development of the park will involve a combination of expenditures of public funds, donations from private interests, and the use of City forces and volunteer forces for construction labor. Parking will originally be a gravel surface and upgraded later to asphalt, much as was done with Whittenberger Park. It is intended that work begin in 1999 with grass seeding to take place in the fall. If the sod develops well, use of the fields will begin during the spring or summer of year 2000. Development of this park is prompted by the critical shortage of athletic fields for youth teams. A favorable consideration by the Planning and Zoning Commission would be greatly appreciated. /
