RE: Cases for Public Hearing
The following cases are scheduled to be heard before the Planning and Zoning Commission on July 21, 1999:
Case No. SUP-62-99, a request by the City of Caldwell for special use permit approval to construct an un-
lighted four-ball diamond complex in an R-1 zone. The site is located between the West side of Oregon
Avenue and West Valley Estates Subdivision, and approximately 600 feet South of Ustick Road.
Case No. SUP-61-99, a request by Ron Gish for special use permit approval to use certain property zoned M-1
(Light Industrial)to store and transfer propane fuel. The site is located Northeast of Cleveland Boulevard,
North of Graye Lane, and between the South side of the Highline Canal and the Southwest side of the
Shortline Railroad.
Case No. SUB-38F-99 (Clayton Place), a request by West Bend Development Company for preliminary plat
approval to develop 21 residential lots on approximately 4.11 acres located within an R-2 (Medium Density
Residential)zone. The site is located on the East side of Florida Avenue and East of Twilight Street.
A copy of the plat for Clayton Place,and site plans for the other two cases,are attached for your review. Could
you offer me your response by July 15, 1999? Thank you in advance for your input.

SUBJECT: Gish Propane Facility
If the above referenced project is approved the following
requirements will need to be met for Fire Protection:
1 . That a fire-flow of 2 , 000 gallons per minute be available to
service the project with a minimum of two fire hydrants within
250' of any driveway serving the project . 1994 UFC Table III A &
B. 1994 Uniform Fire Code Appendix III-A 5 . 2
2 . LPG tank vehicles shall not be located within 500 ' of a
residential neighborhood. Indian Creek Mobile may be within 500'
of the proposed storage facility. 1997 UFC 8214
3 . Bulk LPG containers are required to be up to 400' away from
populated areas, depending on size . A more detailed site analysis
can be conducted once a detailed site plan has been filed.
4 . An approved Fire Department Access road will need to be
provided to the site . The access road shall be no closer than 15'
to the tank and no less than 26' wide . Access Std. 3/1/92
5 . Final design plans shall be submitted and the facility shall
comply with the 1997 UFC Article 82 and NFPA Std. 58

SUBJECT: Comments for Caldwell City Council
October 3,2001 meeting
The Caldwell Fire Department (CFD) offers the following comments regarding these cases to come
before the Caldwell City Council meeting for October 3, 2001:
Case No. SUP— 135 - 01 —Bulk Propane Storage Tanks
Location: East of E. Cleveland Blvd. on the north side of Tates Way
Applicant: Ron Gish
The CFD has met with Mr. Gish to discuss the intent of this project. We have no objections to this
SUP and will identify and require all conditions necessary for code compliance when the project
comes through for a building permit plan review. There was a question raised regarding specific
location of the tanks to ensure they meet the Municipal Code requirement (Section 8-11-13)
regarding their being located within a M-1, M-2 and I-P zone. It is highly recommended that in
conjunction with this project that Tates Way be improved and extended to Graye Lane and looped
with existing Graye Lane where it now ends.
Case No. —SUP- 136- 01 and ZON—15-01 —Rezone from R-3 to C-1
Location: Corner of Second Avenue and Everett Street
Applicant: George Pierce
The CFD has no objection to this rezone and SUP. However, the addressing currently used for the
property is inconsistent with city addressing policy and will be corrected upon future development.

The Engineering Department provides the following comments concerning a Special Use Permit request by
Ron Gish to store and transfer propane fuel on Tates Way:
1. The Engineering Department does not oppose the proposed use of this property.
2. Tates Way is developed with curb, gutter, and sidewalk from its intersection with Cleveland Blvd. to the
NE corner of the Tates Rents facility (approximately 212 feet). An 8-inch sanitary sewer line and a 6-
inch municipal water line have been constructed to the end of the street improvements. The property
for the proposed use is located±338 feet from the end of the existing street improvements.
3. The City of Caldwell Infrastructure Improvement Policy requires new development to construct street
improvements, including curb, gutter, sidewalk.
4. Development Plans — Prior to any proposed use or commencing any construction, plans must be
prepared by the developer's engineer and approved by the City Engineering Department which include
the following items:
a. Street section and alignment (including curb and gutter) for half plus 7 1/2 feet of designated
street width;
b. Sidewalk(4-foot width);
c. Sanitary sewer(per City and DEQ requirements);
d. Potable water(per City and DEQ requirements);
e. Stormwater facilities(per City Policy);
f. Street lighting (maximum spacing of 350 feet and must meet Idaho Power design standards plus
conform identically to the lamp, ballast, and sensor switching equipment used by Idaho Power);
g. Irrigation system (per Caldwell Irrigation Lateral District requirements).
These improvements are required along the entire property adjacent to Tates Way and Graye Lane.
5. The developer is to employ a responsible design professional, preferably the engineer of record, to
oversee and inspect construction, to perform and/or observe all requisite testing of completed facilities,
and to certify that improvements have been constructed according to approved plans and in compliance
with applicable City, State, and Federal standards.
6. Prior to commencement of construction in any dedicated right-of-way, or construction of any
improvement intended for dedication to the City or connected to a City facility, the City Engineering staff
is to be notified. This preferably will take place in a pre-construction conference scheduled by the
engineer of record in which all appropriate personnel and utilities are present. Appropriate City
personnel are to be notified in advance of all testing (including compaction, pressure and coliform, etc.)
and given opportunity to be present during conduct of the test. The engineer of record or his designated
representative is to witness all tests and a log of inspection visits and testing results is to be kept by the
engineer of record or his representative.

7. As noted previously, provision is to be made for the disposal of stormwater drainage in accordance with
the City Stormwater Management Policy. A copy of this policy is available upon request. The engineer
of record is to provide calculations, which indicate that the assumptions in his stormwater drainage plan
comply with the requirements of the stormwater policy.
8. During the design phase of this project, the developer or his engineer is to contact Pioneer Irrigation
District to ascertain all existing upstream drainage rights and downstream irrigation rights that need to
be maintained across the property. Appropriate facilities should be provided to convey irrigation and
drainage water across the property to take care of these offsite needs. There is to be no discharge of
irrigation return water into the on-site storm water system. A letter is to be obtained from Pioneer
Irrigation District indicating their concurrence with the design and facilities that preserve these existing
rights.
9. Irrigation water for any and all landscaping shall be obtained from Pioneer Irrigation District sources.
10. All street, sewer, water, and street light facilities must be dedicated to the City. Some conveyance
facilities for stormwater drainage may be eligible for dedication to the City.
11. Appropriately licensed public works contractors shall perform all construction of dedicated facilities.
12. Applicable easements for the Caldwell Highline Canal should be shown on the site plan.
