I had to provide the maximum number of occupancy for the classroom. I did not know what that meant or involved so I called the Idaho State Dept. of Ed., Dr. Ed. and asked them what I was to get and who was to give it to me. Since I am one of only two schools in the state that hold my classroom in my home, they did not know what form or whom I should talk to. They had not heard from the other school yet. So I started with the fire department, and they suggested that I call City Hall and to make a long story short, I ended up talking with Linda James and found out that after all these years of having my business in my home, I should also have applied for a Special Use Permit. I had never heard of it before but now that I know I need one, I am applying. I am a certified Secondary Education and Special Education Generalist teacher. I have taught for 22 years in the public education setting. I was certified to teach Driver Education in 1972 and taught for different school districts in our area. In the Fall of 1991, George Nakano, owner of Nakano's Driving School in Boise, suggested that my now ex-husband (then husband) and I open a driving school here in Caldwell because he was getting so many students from our area coming over to his driving school. My ex- husband did all the checking with the city to see what we needed to do to have a business in our home. We had to have a bathroom, a separate business number on the phone, and a personal property declaration with the Canyon County Assessor. We did those things and started our first class in December of 1991 with 6 students. I was still teaching in a public school so I taught the classroom and my ex-husband did the driving. In the summer of'95 we expanded and started a class in Eagle. I had quit teaching in the public schools and was just doing the Driver Education. In January of 1996 my ex- husband filed for divorce and I was left on my own with my daughter, who has cerebral palsy and is an electric wheelchair, and my 14 year old son. All I have for income is my Driving School. The State of Idaho requires 30 hours of classroom instruction, 6 hours behind-the-wheel driving and at least 6 hours of in-car observation. The students' parents drop them off 5 minutes before the two hour class time. There is room in front of the house and across the street for them to pull to the curb and drop off their son/daughter. I also ask the students to car pool with someone in their driving group or from the same town. Class is 2 to 4 times a week for a total of 15 classes in a session. A session is either 6 or 7 weeks long. I have 10 or 11 sessions a year. Up until the divorce, the sessions were 6 weeks long and did not overlap. The bills came once a month for me to pay and with only one salary, I have had to overlap the classes. I do this by having about 4 classes with the new session before they start to drive while the other session is finishing with their final drives with their parents riding with them. During the school year, the maximun number of students I can drive is 24 in a session. The driving is done before school, after school, before class or after class. I drive starting about 6 or 6:30 a.m. and Z drive from after school untiT9:30 p.m. My teen students range in age from 14 ❑ years old to 18 years old, which encompasses 9 a grade through 12th grade. The majority are 15-18 year olds. Many of the students that are over 16 years old are happy to find a place where they can take Driver Education and not have to be with 14 year olds. Many of the students have found that the public schools' schedule does not match their busy schedule or interferes with a summer with their family or summer work. In my classroom instruction, I use a TV, VCR, videos, white board and computer. I also offer Driver's Training for adults. They are only required to do the driving instruction and I work with them individually during the day while the teens are in school. I teach about 20-30 adults a year. Some contact me on their own, others I work with through Vocational Rehabilitation, Health and Welfare, and Hope House. There is a large need for someone to teach Driver's Training to those that speak Spanish only but I have not been able to find anyone with the combination of speaking Spanish and being certified to teach Driver Education. The teens and adults come from a large area around my school. My class draws students from Caldwell, Nampa, Melba, Kuna, Meridian, Marsing, Parma, Homedale, Wilder, Notus, Greenleaf, Payette, New Plymouth, Fruitland, Emmett, Star, Middleton, Boise, Horseshoe Bend, and many countries such as Germany, France, Sweden, Italy, Uganda, Japan, China, and India. Most of my sessions are about half Caldwell/Nampa students and the other half from the other areas. There are 3 driving schools in Boise, 1 in Eagle and 1 in Caldwell (mine). I am the only one at this end of the Valley. The public schools are unable to keep up with the number of students that are reaching the driving age. My sessions have been filling 2 or 3 weeks before the session starts and I have had a waiting list that has had to go into the next session. I have had parents from the Payette/New Plymouth/Fruitland areas ask me to come over there and hold classes but I don't have the money or the time and I need to be here for my daughter when she needs me. My daughter had some health problems and is now at home. Her health is better now but requires structured time for her care and eating. Since she has been home, she has had trouble getting a personal care attendant that has been reliable for her care. I have had to work my schedule to help take care of her. With my driving school in my home, it has been possible to help care for her because I have been here when she needs help. Even when she has had a personal care attendant, that attendant is not here after 5 p.m. and I need to be here in the evenings when she needs me. I am back every hour and one-half with driving and here the 2 hours for classroom. If I had to teach in a public school or have my driving school somewhere other than my home, I would not be able to balance that with her care. The added expense of renting or leasing a commercial space, purchasing a TV, VCR and computer to use in that commercial space would also prohibit me from being able to continue even if the care of my daughter were not an issue. The floor plan for my home—is open so that my daughter woulcF be able to get around easily. That openness also helped with having my drivers training class in the family room. The family room is 22' by 22' and open to another 8' by 8' area into the dining room. On the normal furniture in the room there is seating for 10 people. In the grey shaded areas I can place padded chairs and folding chairs: 4 in each row behind the long couch, 6 in the area behind the glove seats, and 1 and 2 at the end of the couches. In the other area there is room for more chairs but I usually don't need that area. The blue shaded area is a window and the patio door. I have also diagramed the parking to show that there is room for the parents to pull to the curb and drop off their son/daughter.
