Special Use Permit by Tamarack Properties, Inc.

The Engineering Department has reviewed the requested Special Use Permit referenced above.
The department was provided with a schematic layout of the project dated April 20, 2000, and a
follow up letter on operational details of the proposal, dated June 8, 2000. The department
provides comments on the proposal as follows:
L The Engineering Department does not object to the project as presented.
2. The right-of-way for Michigan Ave. will require an additional width of 3 feet on the
development side in order to meet minimum right-of-way width standards. The department
would propose that this right—of-way be provided at the time the first building permit is
obtained for the site.
3. The construction project involves the extension of public sewer and water systems along
Michigan Ave. and possibly into the development site. It will be necessary that the
developer provide engineering plans for the review of the Engineering Department and for
submittal to appropriate government agencies, such as the State Division of Environmental
Quality. The plans must also include improvements within public right-of-way.
4. Any extension of public sewer and water onto private property will require the granting of an
easement to allow operation, maintenance and reconstruction, if necessary, of the public
facility.
5. The June 8, 2000 letter contains many of the conditions normally indicated for a project of
this nature and the conditions are acceptable as presented in the letter.

SUBJECT: Comments for Caldwell P&Z Commission (June 8th Hearing)
The Caldwell Fire Department (CFD) offers the following comments regarding cases to come
before the Caldwell Planning and Zoning Commission on June 8,2000:
Case No. ANN-34-00/Westpark & Briggs Engineering
36.82 Acre annexation /Vicinity of Ustick and Middleton Rds.
The CFD wants the developers of this proposed annexation to be aware of the need to extend
municipal water service and access to these parcels for fire protection purposes. This must occur
before development (combustible construction on-site)may occur.

Six four-plex dwelling units/N. Michigan Avenue
The CFD has reviewed the plot plan for this project and will require the following:
A. Access is inadequate as shown. The interior roadway must be increased to 20' in width and the
turnaround at the end must be a 50' radius bulb or other approved turnaround configuration (i.e.
a hammerhead). The roadway and bulb will be considered fire lanes and appropriate signage
and red curbing indicating No Parking will be required.
B. At least one on-site fire hydrant will be required at approximately the location of the driveway
to the on-site parking. An additional fire hydrant may be required on N. Michigan, depending
on the location of any existing hydrants nearby. The minimum required fire flow is 1,000 GPM.
C. A common address will be assigned to the complex with sub-addresses (unit numbers) assigned
to each living unit.
D. One 2A:10BC fire extinguisher, stored in an approved cabinet, shall be provided for each
duplex.
