Request to Operate Daycare Center

The Engineering Department has reviewed a request for a Special Use Permit to operate a
Daycare Center on Mt. View Ave. and provides the following comments:
1. The property is not fronted by deeded or dedicated right-of-way. It should be a condition of
the Special Use Permit that 28 feet half- right-of-way for Mt. View Ave. be provided across
the frontage of the property.
2. According to City Code, a change of use on property triggers an obligation to comply with
the City's Infrastructure Policy. Some of the street improvement requirements in the
Infrastructure Policy may be eligible for deferral. The applicant should visit with the
Engineering Department to see which construction requirements will apply in this case.
3. The Engineering Department has no recommendation regarding approval or denial of the
requested use, as long as the conditions noted above are complied with.

SUBJECT: Comments for Caldwell P&Z Commission (July 11th Hearing)
The Caldwell Fire Department (CFD) offers the following comments regarding these cases to come
before the Planning and Zoning Commission on July 11, 2000:
Case No. SUP-90-00 Michele Snyder
Day Care Center/223 Mountain View Rd.
The CFD is in support of this request. As the applicant pursues the process of State licensing the
CFD will become involved to perform the State Fire Marshal inspection of these premises for
compliance with fire codes applicable to day care facilities.
Case No. SUP-91-00 Joseph and Judith Doan
SFR and Guest House at 2507 N. Montana
The CFD has no comment on this request.
Case No. SUP-92-00 Bryan K. Walker
Use of residence as office/ 617 S. 6th
The CFD has no comment on this request.
Case No. ANN-35-00 Crestline Development and Heartland Development
Annexation of 149 acres
The CFD would like the Applicants to be aware that municipal water service will need to be
extended to this area to support Uniform Fire Code required fire flow requirements. We would
encourage the Applicants, at their pleasure, to schedule a meeting with us to discuss street
circulation plans for proposed developments, phasing aspects, water, temporary access, street
names, addressing and similar concerns.
