SUP-80-00/Child Care Center APPLICANT: Naomi Kay Rush It is understood that this proposed project is being reviewed for a Special Use Permit in order to occupy a former educational building, located at 4515 E. Ustick Road, and operate it as a Day Care Center. I have already been contacted by the applicant and performed a preliminary State Fire Marshal's Inspection for Day Care Center at the proposed site. Attached is a copy of my correspondence of conditions required by the CFD in order to open and operate such a facility at that location. This proposed project is supported by the Fire Marshal as a potentially good use of a currently empty building. Naomi Kay Rush FROM: Douglas Brown, Fire Marshal SUBJECT: Kid' s Club Day Care Center Proposal 4515 E. Ustick It was good to meet you this morning at the site of your proposed day care center. The following are the requirements to provide minimum fire protection for your project if the number of children using the facility is 49 or less : 1 . Exit signage is required on all exit doors . 2 . One (1) 2A: 10BC rated fire extinguisher must be provided in a visible and easy to access location. 3 . The address of the building must be posted facing Ustick Road in a minimum of eight inch (8" ) high numbers which contrast with the background. 4 . Battery operated smoke detectors must be provided in all classrooms and common areas . 5 . All turn-knob deadbolts must be removed from all exit doors . 6 . All exit doors must open outward with a minimal effort to open. (The stuck doors need to be fixed. ) 7 . Fire escape plans, utilizing reasonably "to scale" drawings of the floor plan of the facility, need to be posted in each classroom with the exits and exit routes clearly marked. 8 . The void spaces in the exterior walls in the front part of each classroom must be covered or converted into a different use so children can' t hide or become stuck in them. ,A) - / (a) 9 . Each classroom must be identified with signage indicating a letter, number or special name for each room. 10 . All missing electrical outlet cover plates must be replaced. 11 . The Romex electrical wire supplying power to the exterior light in the classroom facing Ustick Road must be installed per National Electrical Code standards (placed in conduit) . 12 . Some kind of evacuation signal is required (horn or whistle) to alert the children of a fire and to evacuate the building to a pre-arranged and safe location outside . 13 . If fencing is installed around the sides or rear of building there must be sufficient man-gates to allow access for emergencies . If it is your intention to use this facility for 50, up to 102 children, then the following additional conditions apply: 1 . Plans for an approved fire alarm system, per NFPA 72 standards, must be submitted, approved, installed and made operational prior to occupancy. 2 . All exit doors must be equipped with approved panic hardware. 3 . All exits must have approved illuminated exit signage . 4 . Emergency backup lighting must be provided throughout the building. 5 . The outside of all exit doors must have illumination. 6 . The occupant load must be prominently posted. The Caldwell Fire Department acknowledges your request for a daycare center inspection for your State Fire Marshal approval and will keep your request on file, pending the outcome of your special use permit request currently pending before the City of Caldwell (Case No. SUP-80-00) . a 0 urivez.44,.. ., Douglas Brown Fire Marshal
