There is no indication in my information as to what volumes of these materials are going to be handled. The Fire Dept. would require a plan review of this facility and may require a permit for this process based on these requirements. This information is provided for the information of the applicant and would be dealt with if the project goes further. pp. ( rell v Memorandum s''To: Linda James f 2000 From: Gordon Law, City Engineer ,/-%-/- Re: Case No. SUP-75-00 Request by Fred Brooks 212 Evans St. Date: February 11, 2000 The Engineering Department has reviewed the above referenced Special Use Permit application and provides the following comments to be considered by the Planning and Zoning Commission: 1. The proposed use contemplates discharging to the City sewer system from a process, which cleans contaminating hydrocarbons from soil. It will be a requirement for the applicant to obtain an industrial discharge permit from the treatment plant. The permit will probably involve maximum contaminant levels and frequent or continuous monitoring of pollutants. Failure to comply with the terms of the permit may result in penalties or fines or ultimate revocation. 2. The site will need to comply with the City of Caldwell"s Stormwater Management Policy. 3. Construction plans will need to be reviewed by the city of Caldwell Engineering Department in conjunction with other departments. 4. The applicant has approached the Engineering Department about construction of a 500' sewer service line in Evans Street for connection to the sewer trunk line in Kit Avenue. The Engineering Department requests that a condition be placed upon the Special Use permit, that if an L.I.D. is formed in the future to construct the sewer main, the applicant or property owner be required to participate in the L.I.D. with credit given for any main extension fees paid. 5. Any significant building additions or remodeling at this site will cause the provisions of the City's Infrastructure policy to apply and require the construction of curb, gutter and sidewalk along the property frontage. 6. The submitted information is not clear as to the exact nature of the process or whether other applicable Federal and State regulations may apply to its operation. The Engineering Department suggests that Planning and Zoning make compliance with all Federal, State and local rules an explicit condition of the issuance of the permit. These regulating agencies may be the Idaho Division of Environmental Quality, Idaho Department of Water Resources, Environmental Protection Agency and others. . rtA
