NARRATIVE FOR New Caldwell Police Facility
After the successful passage of a bond issue on February 1 , the City of
Caldwell is preparing to construct a new 26,400 square foot Police Facility to be
located on Block 1 in Original Town Site, between Fourth and fifth Avenues and Main
and Arthur Streets. The site, which is bordered on the south property line with an
exposed Indian Creek, will be fully landscaped, including both banks of the creek.
The facility and site are being designed as a catalyst to the downtown revitalization
program. The building exterior will incorporate many of the historical characteristics
of the downtown, and the site development will carry the theme of the on-going
downtown streetscape projects.
In addition to serving as a state-of-the-art new home for the Caldwell Police
Department, the facility will have a large Community Room that will accommodate the
City Council chambers and will be available for many community uses.
While landscaped Indian Creek will be an attractive feature, it does significantly
decrease usable space on the site; and since "police facilities" are not included as a
specific use in the City Zoning Ordinance, the City is submitting this variance request
to provide 61 off-street parking spaces. An additional 30+ spaces will be provided
in angled parking that will be recessed into the easement property on Main Street and
Fifth Avenue, at the front of the building. The unique function of the Police
Department dictates that at no time will all personnel be in the facility at one time.
In the programming process for the facility, it was determined that off-street parking
for 61 vehicles will be more than adequate for the next twenty years.
It is with this background that City of Caldwell trusts that this request will be
looked upon with favor.
