ANN-45-00 and SUP-106-00 Date: October 18, 2000 The Engineering Department has the following comments concerning the annexation on approximately 35 acres into the City as an R-1 (Single-Family Residential) zone and the special use permit to construct "Brothers Park" as described in the request. 1. The Engineering Department does not oppose the Annexation and water systems are capable of providing service to the area. Sewer systems will be capable of providing service to the area when they are needed. 2 If there is to be any increase in impervious area, provisions are to be made for disposal of stormwater drainage in accordance with the City's stormwater policy. A copy of this policy is available upon request. The engineer of record is to provide calculations which indicate the assumptions in his storm drainage plan which comply with the storm drainage policy. 3. If applying for a building permit, the applicant will be required to adhere to the City of Caldwell Infrastructure Improvement Policy governing street improvements (such as curb, gutter, and sidewalk). Fax: 455-3050 RE ; BROTHERS PARS: Dear Ms . James : Thank you for your notice of Public Hearing regarding the above matter. Pioneer Irrigation District would like to have the following items of concern addressed in the planning of this park. 1. This park is bordered by the 25. 1 Lateral which has a prescriptive use easement of 16 feet from top of bank on bath sides , and is used to maintain said Lateral with modern equipment. Said easement must be kept clear at all times. There are to be no • obstructions , encroachments , gates , etc. within the 16-foot easement. 2, Any piping of a portion of the 25. 1 Lateral must meet with the approval of Pioneer Irrigation District. Engineering plans are to be submitted to Pioneer for said approval. 3. Any discharge into a federal drain must meet the approval of Mr. John Caywood of the Bureau of Reclamation. Pioneer Irrigation District does not accept any responsibility for such an approval. 4. If the City of Caldwell chooses to own and operate a pump for irriga- tion purposes , and this pump is to be operated on and off on weekends and evenings , Pioneer Irrigation District requests the crossing under Indiana be enlarged to accommodate the fluctuation of water levels, as has been discussed in previous meetings . The crossing under Indiana has been an ongoing problem for Pioneer due to the fluctuation of the water levels caused by other circumstances such as storms , etc. The 25. 1 Lateral services approximately 766 acres. Pioneer controls the delivery for these acres , however the Lateral also has return wastewater discharges into it, which the District has no control over. This is another reason why the District feels it is necessary to request the crossing be capsized under Indiana, cii)ct "L") 1114,'2000 02:42 FAX 4694491 PIONEER IRRIG 14 j2;02 Ms. Linda Jamas Fage 2 November 14, 2000 If you have any questions , please feel free to call.
