HomeMy WebLinkAbout2016-03-14 URA MINUTES Regular Meeting MINUTES CALDWELL URBAN RENEWAL AGENCY March 14,2416 7:00 p.m. (ROLL CALL) The regularly scheduled meeting of the Caldwell Urban Renewal Agency convened at 7:00 p.m. in the Caldwell Police Department Community Room with Chairman Hopper presiding. Roll was called by the secretary. Present: Chairman Hopper, Commissioner Callsen, Commissioner Pollard, Commissioner Stadick,and Commissioner Ozuna. Staff Present: Mark Hilty and Brent Orton. (CONFLICT OF INTEREST DECLARATION) None. (AMEND/APPROVE AGENDA) MOVED by Stadick,SECONDED by Callsen to approve the agenda as written. MOTION CARRIED (SPECIAL PRESENTATIONS) None. (CONSENT CALENDAR) 1) Approve minutes from the Urban Renewal Agency Regular Meeting held on February 8, 2016 and the Urban Renewal Agency Special Meetings held on February 16,2016,February 18,2016,and February 29,2016. MOVED by Pollard,SECONDED by Callsen to approve the Consent Calendar as printed. MOTION CARRIED OLD BUSINESS: (ECONOMIC DEVELOPMENT ACTIVITY REPORT FROM STEVE FULTZ [FEBRUARY/MARCH 20161) Project Strider:An amendment has been submitted stating: 1)The lot would be surveyed for accuracy in the pricing of$1.36 per foot based on square footage, and 2) Is there sufficient power to the site? Idaho Power had been contacted and their engineers performed an assessment based on the buildings that would be constructed and the potential maximum use of power within those buildings as provided by the Strider Group. It was determined that the site does have sufficient power,thus staffs recommendation is to move forward without additional power being provided to the site. Mr. Fultz continued by stating that there is a common lot that runs north/south on the proposed site. Actual ownership is being researched. The discrepancy is that it might actually be owned by the Sky Ranch Business Association and equates to about.25 of an acre. Caldwell Planning&Zoning and legal staff are working to resolve the land-use issue. There is also an easement matter concerning the relocation of the "A" Drain. Both issues are being dealt with. The closing is scheduled for the first part of April on the property. Page 1 of 5 He noted that the Strider Group is looking to construct three (3) 60,000 sq. ft. buildings and one(1) 10,000 sq. ft. building for a total of approximately 190,000 sq. feet. They have not indicated if there are potential tenants at this point of if the buildings are speculative. Project Family:Cabinet manufacturer considering locating its business to Idaho. Interested in locations in Southern Idaho. Looking at either existing building of 60,000 SF or 5-7 acres for build to suit. Rail access helpful but not required. 100 employees and cap ex of$3 million. Provided community information -- project in now "Dark." Project FBO: continued discussions with property owner on potential site for development at the Caldwell Industrial Airport. Further meeting with business and developer occurred in Feb.and March. Project Fresh: new project (food processing) looking for property to construct 170,000+ sq. ft. manufacturing facility in Caldwell. Considering Sky Ranch(URA property). 160-170 new jobs. Site visit in early March. Project Twin/Lloyd: lead provided by Cushman Wakefield...200,000 sq.ft.need with the creation of 250-300 jobs. Site visit late February...interested in Sky Ranch/URA site Project QT: Awaiting PSA from developer. 60,000 to 80,000 sq. ft. 1St phase building; 55 jobs to start. CA based company. Desire opening in October 2016. Project RFR: Small manufacturing facility,working with Bob RFR Properties. 12,000 sq. ft.building;PSA for 1.5 acre site in Sky Ranch(URA property) Project Harrison: new project, small mfg/distribution operation...considering URA site at end of Challenger Way. 10,000 sq ft facility with yard area. Discussion with real estate representative,considering LOI. Considering larger facility Project Timber: New project considering acreage in Sky Ranch...working with the Van Aukers on their property as possible location...multi businesses. Project Barrel: BVEP lead, needing 5,000 sq ft existing space, expandable to 20,000. 15-20 manufacturing jobs. Provided information on buildings currently available,plus available ground in Sky Ranch/Skyway Project Senior: "Dark"project activated again. Needing 2-3 acres for development. (ECONOMIC DEVELOPMENT ACTIVITY REPORT FROM KERI SIGMAN[FEBRUARY 20161) Projects • Indian Creek Plaza(ICP)coordination: Contract fulfillment work and coordination with Dan Stenfner (Main Street Square,Rapid City)and various Indian Creek Plaza Taskforce meetings. Continued work on the Business Improvement District to help with funding possibilities for the future operations of the plaza and worked with Public Works to issue the Request for Qualifications for construction of Indian Creek Plaza. Working to submit a grant for the purpose of art exhibits downtown. • Local Legends planning—April 16,2016 at the O'Connor Field House(Caldwell Events Center). • Trolley Square and the old Southwest District Health building: final coordination efforts with remaining tenants regarding exit strategies and walk through. • Trolley Square Project work with the Gardner Company. • Sunnyslope Wine Trail meetings and coordination. • Final work on Phase 1 of Design Style Guide for the new brand and associated logo. Project Twilight—worked with property owner(s)to finalize agreement. ArtPlace America Grant work with Caldwell Fine Arts. IF awarded,the grant would secure funds to bring"Art"to Indian Creek Plaza/downtown. • Worked with City Attorney on RFP process for properties less than one acre in downtown. • Downtown Business Incentive Program work with City and coordination with property owners. Retention • Horsewood Catering—secured separate location for the catering business • Professional Office needed for existing business to relocate. Page 2 of 5 Recruitment • College Marketplace--met with Rocky Mountain Development regarding future plans. ■ Horsewood Restaurant into new location on Kimball(previously the Christian Book Store). • Brewery/Pub type business recruitment in downtown Caldwell Project Patrick—searching for a commercial/retail location in downtown Project Oak—new downtown commercial business. Other ■ Dave Glaser meeting regarding Montana CDC to discuss New Market Tax Credits • Speaker at Optimists,Caldwell Grotto Group,the Chamber's Legislative Affairs Committee,and the Idaho Nine Council's conference. • Professional Meetings with various industries regarding downtown redevelopment including:bankers, architects with historical building experience,and builders. • Pathways Charter School • Project Sweetwater--explored redevelopment possibilities with prospective developer. • Maddy's Plaza and the Old Sear's Building: Activity in both buildings has increased. • Trolley Square demolition has begun. • Coordination for Channel 6 news coverage of downtown redevelopment efforts. In response to questions from. Commissioner Stadick, Ms. Sigman reported that 127 properties were identified as needing information to be sent about the upcoming downtown business incentive program. She noted that approximately 60%of those owners were personally contacted by a member of the downtown redevelopment team. Commissioner Stadick inquired as to a potential back-up plan if the town hall meeting does not indicate positive results. Ms. Sigman indicated that she is hoping for a strong support. If there are concerns,the team will continue to educate the business owners. In response to questions from Commission Stadick, Ms. Sigman clarified that the Gardner Project and the Downtown Plaza Project are two separate projects. NEW BUSINESS; (CONSIDER RESOLUTION NO.2016-9 CONCERNING PARTIAL FUNDING OF THE CALDWELL LOCAL BUSINESS IMPROVEMENT DISTRICT FOR DOWNTOWN FACADE IMPROVEMENTS) Mark Hilty, 1303 12'' Avenue Road, Nampa, provided the staff report and outlined the contents of the proposed resolution. He indicated that multiple districts could operate at the same time and within the same year. All districts would be initiated with a petition before the City Council. He noted that the City would bid the project out for a contractor selected to perform the standard procedures. Brent Orton, 621 Cleveland Blvd., reported that the majority of the brick on the downtown historic buildings is intact and therefore can be rehabilitated. Brent met with Darrel Dice, an experienced mason, to view the downtown historic buildings. An approximate estimate of repair costs will be compiled by Mr. Dice and reviewed by City staff and Council. He explained the required bidding process as mandated by the State of Idaho. Discussion followed concerning the LBID process. Mr. Hilty clarified that when a petition is presented to the City Council,the document must indicate which portion of the assessment is going to be passed along to the property owner, which portion will be paid by the Urban Renewal Agency, an estimate for what it costs, the specific number of buildings that are going to be the subject of the improvements, and the cooperating property owners since it is a voluntary program. Chairman Hopper recommended that the rehabilitation projects be contiguous for the sake of not formulating a checkerboard aesthetic appearance. The buildings abutting the City Plaza should be the first priority. Commissioner Stadick expressed his concern on the passage of the motion without more cost estimate information provided by City staff. Page 3 of 5 Chairman Hopper read the resolution by its title only: A RESOLUTION OF THE URBAN RENEWAL AGENCY OF THE CITY OF CALDWELL, IDAHO ADOPTING A FUNDING PROGRAM TO INCENTIVIZE PRIVATE PARTICIPATION IN CERTAIN CITY OF CALDWELL, IDAHO LOCAL BUSINESS IMPROVEMENT DISTRICTS ESTABLISHED PURSUANT TO IDAHO CODE §50- 1703A AS PART OF THE AGENCY'S REHABILITATION PROGRAM AND PROVIDING FOR THIS RESOLUTION TO BE EFFECTIVE UPON ITS PASSAGE AND APPROVAL. MOVED by Callsen, SECONDED by Pollard to approve Resolution No. 2016-9 noting a correction on page 3 (renumbering Section 5 to Section 7). MOVED by Stadick to table the motion until after the community meeting to be held on Wednesday morning,March 16, 2016. Due to the lack of a second,the motion died. Roll call vote.
