PUBLIC AGENCY ITEM DATE SUBMITTED BY p4 , tTleArno rnemuD iz- - 6-6 Cqt,vells-42 toca) RE" 700, J DATE: December 3, 2001 TO: Steve Hasson, Community Development Director FROM: Douglas Brown, Assistant Chief/Fire Marshal SUBJECT: Comments for Caldwell Hearing Examiner December 10, 2001 Meeting The Caldwell Fire Department (CFD) offers the following comments regarding this case to come before the Caldwell Hearing Examiner on December 10, 2001: Case No: SUP-142-01 Applicant: Idaho Power Location: North Caldwell area The CFD has no comment regarding the proposed project as there are not any apparent fire safety issues. Case No: SUP-145-01 Applicant: Robnett Construction Location: Laster Lane, south of E. Cleveland Blvd. The CFD has met several times with the developers of this project (Robnett and Hughes). We have previously reviewed this project and commented during the last SUP application process (SUP-117-01). The majority of fire protection issues will be addressed during the plan review process. Regarding Item 8.6, more than one fire hydrant will most likely be required for this project in order to meet the minimum required fire flow. Case No: ZON-18-01 Applicant: Idaho Development and Housing Location: 114 W. Kearney Street (NW corner of 1st Ave. and Kearney St.) The CFD has no comment relative to the zoning issue and will address specific fire protection concerns during plan review. Memorandum r© Erl To: Steve Hasson DEC -5 From: Gordon Law, City Engineer'11- Re: Case No. SUP-145-01 Date: December 3, 2001 The Engineering Department provides the following comments concerning a Special Use Permit request by Robnett Construction to construct a mini-storage facility on Laster Lane. 1. Laster Lane is currently designated as a Collector street. A deed to the City of Caldwell for 30 feet of right-of-way along the entire Laster Lane frontage will be required. 2. Development Plans - Prior to any proposed use or commencing any construction, plans must be prepared by the developer's engineer and approved by the City Engineering Department which include the following items: a. Street section and alignment (including curb and gutter); b. Sidewalk (5-foot width); c. Connections to City sewer and water systems; d. Stormwater facilities (per City Policy); e. Irrigation system (per Pioneer Irrigation District requirements). 3. Prior to commencement of construction in any dedicated right-of-way, the City Engineering staff is to be notified. This preferably will take place in a pre-construction conference scheduled by the engineer of record in which all appropriate personnel and utilities are present. Appropriate City personnel are to be notified in advance of all required inspections. 4. As noted previously, provision is to be made for the disposal of stormwater drainage in accordance with the City Stormwater Management Policy. A copy of this policy is available upon request. The developer's engineer is to provide calculations, which indicate that the assumptions in his stormwater drainage plan comply with the requirements of the stormwater policy. 5. Irrigation water for any and all landscaping shall be obtained from Pioneer Irrigation District sources. 6. Appropriately licensed public works contractors shall perform all construction within rights-of- way. f
