January 22, 2002 Meeting
The Caldwell Fire Department (CFD) offers the following comments regarding the following cases
to come before the Caldwell Hearing Examiner on January 22, 2002:
Case No: SUB-21F-98
Applicant: Ms. Jeanie Mayer/Earl &Associates
Project: Commuter Estates Subdivision
Location: Near First Avenue and East Madison Street
The CFD has previously commented and placed numerous conditions on the proposed project.
Please find a copy of our comments, dated August 6, 2001, attached.
Case No: SUP-48F(8)-00
Applicant: Capital Development
Project: Manchester Park Subdivision, Unit No. 8
Location: Vicinity of west side of Airport Avenue, south of Beech Street
The CFD has previously commented and placed numerous conditions on the proposed project.

Location: East side of Specht Street, south of Franklin Road
The CFD has previously commented and will address specific fire protection concerns during
plan review for this facility.

Re: Appeal of Case No. SUP-140-01
Date: January 11, 2002
The Engineering Department provides the following comments concerning the appeal of the Special Use
Permit granted to the Canyon County Ambulance District to construct a paramedic substation on Specht Ave.
1. The Engineering Department requests that all of the earlier comments provided in a memo to the
Community Development Director on November 15, 2001 and subsequently listed in Section 2.6 of Case
No. SUP-140-01 remain in effect.
2. The Engineering Department re-emphasizes the concern of severe traffic congestion problems on
Specht Ave. at its intersection with Franklin Rd. This department is less concerned with a blockage that
may exist at the proposed substation entrance, but more concerned with the actual intersection of Specht
Ave. and Franklin Rd. for the following reasons:
a) When employee shift changes occur at companies farther South along Commercial Way and
Industrial Way, the resulting traffic backs up on Specht St. at this intersection while motorists attempt
to merge onto Franklin Rd.
b) Not only do motorists have to contend with oncoming traffic from both directions on Franklin Rd., but
also large semi-truck traffic entering and leaving the Sage Truck Stop at two staggered entrances
across from this intersection.
c) Compounding the traffic movement on Franklin Rd. is the close proximity of this intersection with the
on-ramps and off-ramps of the 1-84 Exit 29 freeway interchange.
d) With Franklin Rd. always having the right-of-way, when an emergency vehicle responds to a call
there will be no place for traffic backed up on Specht Ave. to go except into oncoming traffic on
Franklin Rd. Although the intersection of Specht Ave. and Franklin Rd. may not now generate an
excessive amount of accidents, the potential for accidents would increase when motorists, being
faced with an emergency vehicle's flashing lights and sirens, are forced to get out of the way.
3. The Idaho Transportation Department (ITD) has denied all requests to allow the installation of traffic
signals at this intersection due to its proximity to the 1-84 Exit 29 freeway interchange. The possibility of
any future signalization at this intersection is not an option.
4. All of the above will be seriously aggravated when ITD begins its re-construction of the 1-84 Exit 29
interchange.
5. Based on the above items of concern, the Engineering Department recommends that the applicant
provide input from an independent source with expertise related to traffic movement patterns, to
determine if a traffic safety hazard would exist with the development as presented. Potential delays in
emergency vehicle response time due to traffic congestion should also be evaluated.
6. If a Traffic Study is required as requested in Comment # 5, then the Engineering Department requests
that the Applicant be required to follow the recommendations of the Study. The City of Caldwell should
not be liable for alleviating traffic problems experienced by emergency vehicles if the substation is
approved at this location.

November 28,2001 Meeting
The Caldwell Fire Department (CFD) offers the following comments regarding this case to come
before the Caldwell Hearing Examiner on November 28, 2001:
Case No: SUB-140-01
Applicant: Canyon County Ambulance District
Location: Specht Street, 450 south of Franklin Road
The CFD supports the use of the property.
However, of concern to us, the paramedics and the public is the effect of frequent access of
ambulances on emergency runs going from Specht Street onto Franklin Road.
The current traffic conditions existing on Specht Street at Franklin Road are usually challenging
and at times dangerous. It is not uncommon at various hours of the day to see the traffic waiting
to get onto Franklin backed up on Specht Street 8 to 10 cars deep. Traffic hazards at that
intersection are further compounded by the large semi-truck traffic entering and leaving the Sage
Truck Stop directly across from the intersection.
In time there will be signals at I-84 and Franklin Road. In time Franklin Road will be widened
over I-84. Until that time we will have concerns over traffic safety.
Comments relating to the proposed building will be issued at plan review.

The Engineering Department provides the following comments concerning a Special Use Permit request by
Canyon County Ambulance District to construct a paramedic substation on Specht Ave.
1. Specht Ave. has severe traffic congestion problems at its intersection with Franklin Rd. when employee
shift changes occur at companies farther South along Commercial Way and Industrial Way.
Furthermore, the Idaho Transportation Department has refused requests to allow the installation of
traffic signal lights at this intersection due to its proximity to Exit 29 freeway interchange. Due to these
problems, the Engineering Department would strongly recommend a different site for an emergency
vehicle substation.
2. This particular parcel is located in Caldwell Interstate No. 2 Subdivision and has platted easements
across the majority of the lot. The developer will have to have the site surveyed to ascertain the
boundaries of existing storm drainage facilities and determine if any additional facilities are required for
existing development.
3. Prior to any development, the above-mentioned easements will have to be vacated and/or re-defined to
accommodate existing storm drainage facilities.
4. The above-mentioned subdivision plat requires the construction of sidewalk along Specht Ave.
5. Development Plans — Prior to any proposed use or commencing any construction, plans must be
prepared by the developer's engineer and approved by the City Engineering Department which include
the following items:
a. Connections to City sewer and water systems;
b. Stormwater facilities (per City Policy);
c. Irrigation system (per Pioneer Irrigation District requirements).
6. Prior to commencement of construction in any dedicated right-of-way, the City Engineering staff is to be
notified. This preferably will take place in a pre-construction conference scheduled by the engineer of
record in which all appropriate personnel and utilities are present. Appropriate City personnel are to be
notified in advance of all required inspections.
7. As noted previously, provision is to be made for the disposal of stormwater drainage in accordance with
the City Stormwater Management Policy. A copy of this policy is available upon request. The
developer's engineer is to provide calculations, which indicate that the assumptions in his stormwater
drainage plan comply with the requirements of the stormwater policy.
8. During the design phase of this project, the developer or his engineer is to contact Pioneer Irrigation
District to ascertain all existing upstream drainage rights and downstream irrigation rights that need to
be maintained across the property. Appropriate facilities should be provided to convey irrigation and
drainage water across the property to take care of these offsite needs. There is to be no discharge of
irrigation return water into the on-site storm water system. A letter is to be obtained from Pioneer

Irrigation District indicating their concurrence with the design and facilities that preserve these existing
rights.
9. Irrigation water for any and all landscaping shall be obtained from Pioneer Irrigation District sources.
10. Appropriately licensed public works contractors shall perform all construction of dedicated facilities.
