The Engineering Department provides the following comments concerning a Special Use Permit request by
the City of Caldwell to construct Caldwell Fire Station#2 on Ustick Road.
1. Ustick Road is designated as a Principal Arterial street. A deed to the City of Caldwell for 40 feet of
right-of-way from centerline along the entire Ustick Road frontage will be required.
2. The City of Caldwell Infrastructure Improvement Policy requires new development to construct street
improvements, including curb, gutter, sidewalk. This policy will apply to the proposed development.
3. Development Plans — Prior to any proposed use or commencing any construction, plans must be
prepared by the developer's engineer and approved by the City Engineering Department which include
the following items:
a. Street section and alignment(including curb and gutter);
b. Sidewalk(5-foot width);
c. Connections to City sewer and water systems;
d. Stormwater facilities (per City Policy);
e. Irrigation system (per Pioneer Irrigation District requirements).
4. The developer is to employ a responsible design professional, preferably the engineer of record, to
oversee and inspect construction, to perform and/or observe all requisite testing of completed facilities,
and to certify that improvements have been constructed according to approved plans and in compliance
with applicable City, State, and Federal standards.
5. Prior to commencement of construction in any dedicated right-of-way, the City Engineering staff is to be
notified. This preferably will take place in a pre-construction conference scheduled by the engineer of
record in which all appropriate personnel and utilities are present. Appropriate City personnel are to be
notified in advance of all required inspections.
6. As noted previously, provision is to be made for the disposal of stormwater drainage in accordance with
the City Stormwater Management Policy. A copy of this policy is available upon request. The
developer's engineer is to provide calculations, which indicate that the assumptions in his stormwater
drainage plan comply with the requirements of the stormwater policy.
7. Irrigation water for any and all landscaping shall be obtained from Pioneer Irrigation District sources.
8. An existing City-owned pressurized irrigation system for Ustick Park crosses the proposed site. Said
system can be made available for irrigation water supply for the proposed development. However,
portions of said system will have to be re-routed at developer's expense.
9. Appropriately licensed public works contractors shall perform all construction within rights-of-way.

10. The two proposed approaches onto Ustick Road pose a potential safety hazard. ACHD Standards
prohibit approaches on opposite sides of the street that are offset more than 10 feet and less than 150
feet apart(measured centerline of approach to centerline of approach). It is the recommendation of the
Engineering Department that the applicant provide input from an independent source with expertise
related to traffic movement patterns, to determine if a traffic safety hazard would exist with the
development as presented.

The Caldwell Fire Department (CFD) offers the following comments regarding this case to come
before the Caldwell Hearing Examiner on January 3, 2002:

Applicant: Herman Sakimoto
Location: S. 10th and Amber
The CFD supports the proposed change of zone and proposed use of the property.
Case No: SUP — 149 - 01
Applicant: City of Caldwell
Location: S. side of Ustick Road at Ray Avenue
The CFD, obviously, supports the proposed use and will closely monitor it throughout its
duration.

In response to your Case o. SLIP-149-01, please be advised there is a buritd irrigation
line across said property from the Steelman Well. There is a recorded easement for :aid
line which must be kept clear and free from obstruction at all times.
