January 24,2002 Meeting
The Caldwell Fire Department (CFD) offers the following comments regarding this case to come
before the Caldwell Hearing Examiner on January 3, 2002:
Case No: SUP— 146 - 01
Applicant: Western Window
Location: 104 S. 43rd Ave.
The CFD would stipulate that the conditions previously applied by the CFD to this temporary use
be carried forward for the duration of its existence as a temporary use.
Case No: SUP— 150 - 01
Applicant: Ken and Waunita Wood
Location: 2210 and 2210 1/2 Ray Avenue
The CFD has no problem with the proposed new garage providing that the two separate
residences each be assigned individual street addresses that are compliant with local policy.
Specifically, the 2210 1/2 Ray Avenue is not an acceptable address. Half(V2) addresses are not
permitted. The CFD hereby assigns a new address of 2212 Ray Avenue to the "guest house"
residence.
Case No: SUP— 151 - 01
Applicant: Boone Memorial Church
Location: 1324 Dearborn Street
The CFD has no problem with the requested action however; the change of use will necessitate
an inspection to ensure compliance with code requirements.

The Engineering Department provides the following comments regarding application for
a Special Use Permit, Case No. SUP 150-01, to allow two single family residences on a
single parcel of land:
1. The property in question, in addition to those to the immediate north and south, are
served by an 8" sewer line which runs south to north the full width of the property.
A minimum twenty foot easement will be required to preserve operation and
maintenance access to this public facility. This easement shall be centered over the
existing sewer line. No permanent structures will be allowed in this easement.
The City Engineer's Office has no record of an operation and maintenance easement
for this sewer line, and a search of Canyon County records did not disclose one. A
preliminary search by Pioneer Title Company revealed no easements for the property.
If the property owner has record of easement for this purpose, the City Engineer
requests that a copy be provided to the City. If no record is available, the easement
will be required as a condition of the building permit.
2. The eastern boundary of the property in question lies 20 feet west of the centerline of
Ray Avenue. Current minimum one-half right of way width for a residential street is
twenty eight(28)feet. The City will require dedication of the easternmost eight(8)
feet of the property as public right of way.
3. The City Infrastucture Improvement Policy(Ordinance No. 1944) requires
construction of certain public facilities in connection with new development or
changes in use. Construction of a four foot sidewalk the length of the property
fronting Ray Avenue is required. Specifications are available from the City
Engineer's Office. Sidewalk is currently in place at the properties immediately south
and east of the property in question
