The Engineering Department provides the following comments on the above referenced Special
Use Permit:
1. Sewer and water main lines exist adjacent to the proposed lot. Said lot would be required to
connect to said sewer and water mains and pay current connection fees when a building
permit is applied for.
2. Florida Estates P.U.D. currently discharges all of its stormwater runoff into inlet piping, which
eventually discharges into the Wilson Drain. The proposed lot would follow this discharge
pattern.
3. Irrigation for Florida Estates P.U.D. is supplied from the City of Caldwell Municipal Water
System. Florida Estates Unit No. 2 is entirely surrounded by Florida Estates P.U.D. and will
have to obtain irrigation water in the same manner as Florida Estates P.U.D.
4. All of the streets within Florida Estates P.U.D. are private, therefore no right-of-way would be
required.
5. The easements indicated on the P.U.D. appear to meet the requirements of the Subdivision
Ordinance. However, the side lot line easements scale at 5 feet in width, while the lot line
easements for Florida Estates Unit No. 1 were changed to 4 feet in width.

SUBJECT: Plan Review Comments for Additional Lot for
Florida Estates Subdivision (Case#SUP-C-3(A)-92)
The CFD has reviewed the plans as submitted. The Applicant has requested to add one additional
SFR lot to an existing planned unit development subdivision.
In reviewing some of the background on this subdivision I have become aware of a street naming
problem that apparently took place around 1992 when this subdivision was first developed. There is
an apparent discrepancy between the posted street names with those the Canyon County Assessor's
Office has on file. This problem could also result in difficulties with addressing of lots within this
subdivision because of the"loop" street configuration and a single"original" street name.
The CFD would request that this matter be looked into and corrected by the Applicant as a
condition of approval of the current request. If action on the part of the City of Caldwell is needed
in the form of an ordinance to legally change street names, then the CFD would be pleased to
cooperate and assist in that corrective action. At this time, this new lot will be assigned an address
of: 2809 Gold Harbor Drive.
The Applicant has not requested any changes or additions in street configuration or water supply
for this current request. On an inspection of the subdivision today I did note the following items
that the CFD will require as conditions of our approval. They are:
• One side of the roadways was to be marked No Parking—Fire Lane. This was to allow a 20 foot
wide clearance for emergency vehicles. That apparently was never done. Therefore,we require that
be taken care of at this time.
• There is vegetation too close and which obstructs a view of and access to the fire hydrant on the
corner of Gold Glow Drive and Gold Harbor Drive. This must be corrected.

This is to confirm a conversation I had this date with Ms. Rita Earl,
representing the Applicant on this planning action, regarding the
comments prepared by the CFD relative to a lot addition in the Florida
Estates subdivision.
The Applicant was required, as a CFD condition of approval, to correct
an addressing problem that has persisted in this subdivision since its
recordation in 1991. To that end, the Applicant (through Ms. Earl) has
delivered a stamped copy of the "recorded plat map" to the CFD offices
this date.
That map shows a different recorded street name configuration for the
subdivision than that which currently exists according to street signage
in that subdivision.
The CFD will initiate action from this point forward in the form of a
city ordinance draft to have the street names of the original recorded
plat map changed to those street names which were prescriptively
assigned.
This will satisfy the CFD condition placed on the Applicant.
