The Caldwell Fire Department (CFD) offers the following comments regarding the following cases
to come before the Caldwell Hearing Examiner on February 28, 2002:
Case No: ZON-20-02 and SUB-68PF-02 and SUP-155-02
Applicant: Boyer Caldwell Medical, LC
Project: Boyer Caldwell Medical Subdivision
Location: Vicinity of West Valley Medical Center
The CFD is supportive of the proposed action on this project. Comments and conditions
pertaining to the development of the commercial lot will be reviewed during the building permit
review process.

The Engineering Department provides the following comments concerning a rezone from an R-3 to a C-2, a
preliminary plat approval for Boyer Caldwell Medical Subdivision, and a Special Use Permit for off-site
parking adjacent to West Valley Medical Center.
1. The proposed plat as shown on the Earl & Associates drawing dated 1-25-2002, does not comply with
the City's Infrastructure Improvement Policy, which requires lot frontage on an opened public right-of-
way. The Engineering Department recommends the Infrastructure Improvement Policy apply to this
subdivision.
2. Sewer main lines are located in 10th Avenue from Logan Street to Elm Street, also in Logan and Elm
Streets from 10th Avenue to a point approximately 165 feet west of 10th Avenue.
3. 8-inch water mains exist in 10th Avenue from Logan Street to Elm Street and Arlington Avenue from
Logan Street to Pine Street. A 4-inch water main exists in Elm Street from 10th Avenue to Pine Street.
There is inadequate water supply for this development, therefore the Engineering Department
recommends that the developer construct a new 8-inch water main in Elm Street from 10th Avenue to
Arlington Avenue and Arlington Avenue from 10th Avenue to Pine Street.
4. The City of Caldwell Infrastructure Improvement Policy requires new development to construct street
improvements, including curb, gutter, sidewalk, and street widening. Any existing curb and gutter in
disrepair shall be required to be replaced. Sidewalks will be required adjacent to all streets.
5. Development Plans — Prior to any proposed use or commencing any construction, plans must be
prepared by the developer's engineer and approved by the City Engineering Department which include
the following items:
a. Potable water(per City and DEQ requirements);
b. Connections to City sewer and water systems;
c. Locations of existing curb and gutter indicating areas to be replaced.
d. Sidewalk (4-foot width);
e. Stormwater facilities(per City Policy);
f. Irrigation system (per Caldwell Irrigation Lateral District requirements).
6. The developer is to employ a responsible design professional, preferably the engineer of record, to
oversee and inspect construction, to perform and/or observe all requisite testing of completed facilities,
and to certify that improvements have been constructed according to approved plans and in compliance
with applicable City, State, and Federal standards.
7. Prior to commencement of construction in any dedicated right-of-way, the City Engineering Department
shall be notified and a "Permit To Use Right-of-Way" shall be obtained. Notification preferably will take
place in a pre-construction conference scheduled by the engineer of record in which all appropriate
personnel and utilities are present. Appropriate City personnel are to be notified in advance of all
required inspections.
8. As noted previously, provision is to be made for the disposal of stormwater drainage in accordance with
the City Stormwater Management Policy. A copy of this policy is available upon request. The

developer's engineer is to provide calculations, which indicate that the assumptions in his stormwater
drainage plan comply with the requirements of the stormwater policy.
9. This area has experienced traffic congestion to the point that a traffic signal is now warranted at the
intersection of 10th Avenue and Logan Street. With the added traffic to be generated by this
development, the Engineering Department recommends that the applicant provide input from an
independent source with expertise related to traffic movement patterns, to determine what additional
improvements may be required to accommodate the increased traffic flow.
10. If a Traffic Study is required as requested above, then the Engineering Department requests that the
applicant be required to participate in a proportionate share of the cost for improvements recommended
by the study.
11. Irrigation water for any and all landscaping shall be obtained from Pioneer Irrigation District sources.
12. Appropriately licensed public works contractors shall perform all construction within rights-of-way.

Dear Rita:
Please be advised West Valley Medical Center has a delivery point in place on the 10`h
Street Lateral, Gate #14. This delivery point is located on the southwest corner of 1 Ow
and Ash. Beyond this delivery point there are private irrigation lines which Pioneer
Irrigation District does not maintain.
Please feel free to contact Jeff or myself with any questions. We will be glad to meet o'l
site and see if it is feasible for the property in question to receive irrigation water.

April 1,2002 Meeting
The Caldwell Fire Department (CFD) offers the following comments regarding the following cases
to come before the Caldwell City Council on April 1,2002:
Case No: ZON-20-02, SUB-68PF-02 and SUP-155-02
Applicant: Boyer Caldwell Medical, LC
Project: Addition to WVMC—Medical Office Building
Location: NE corner of Arlington Ave. and Elm Street
The CFD has met with a representative of the developer and city staff to go over fire department
issues relating to access, fire flow, built-in fire protection and fire hydrant revisions. The CFD
supports the zoning change and the use and development of this three-story office building.
The CFD is also aware of the current inadequacies of the water system proximal to this project
and has met with city staff(Engineering and Water Departments)to ensure that upgrades are
required in order to allow this project to proceed.
All other concerns will be addressed during the routine building permit plan review process.

The Engineering Department provides the following comments concerning the development applications
associated with the Caldwell Medical Office Building. Comments were originally submitted February 15,
2002. These comments address modifications necessary since the case was heard by the Planning and
Zoning Commission.
1. Comments # 1 and # 4 make reference to the City of Caldwell Infrastructure Policy. This Policy does
not apply to those developments that occur through the subdivision process. However, any existing
curb and gutter in disrepair shall be required to be replaced. Sidewalks will be required adjacent to all
streets that can be considered adjacent to this development. The need for such improvements will be
reviewed during the building permit process.
2. Comment # 3 requested that the applicant upgrade existing water main lines in the area to provide an
adequate supply. This issue was not resolved at the Planning &Zoning Commission meeting. After a
thorough evaluation by City staff and subsequent discussion with the Applicants representatives, the
applicant has verbally agreed to construct the 8-inch water lines requested in Elm Street from Tenth
Avenue to Arlington Avenue and in Arlington Avenue from Elm Street to Pine Street.
3. Comment# 9 requested that the applicant provide a traffic study to quantify the impact of the proposed
development on the neighborhood. This issue was not resolved at the Planning&Zoning Commission
meeting. Following discussion with City Staff, the Applicant and West Valley Medical Center have
agreed to complete a traffic study. The results of this study should be available at the Council meeting
on April 1,2002.
4. As per Comment# 10,the Engineering Department requests that the applicant be required to participate
in a proportionate share of the cost for improvements recommended by the traffic study.

for the development site is unreliable at best. Additionally, the overall landscaped area should not be
significantly changed by the development. The Engineering Department may recommend that the
proposed development be allowed to continue the use of City water for irrigation purposes on the
condition that the site connects to a surface water source when it becomes available in the future. This
issue is currently under review by the applicants representatives and City staff. Recommendations will
be provided at the Council meeting on April 1,2002.
