March 7,2002 Meeting
The Caldwell Fire Department (CFD) offers the following comments regarding the following cases
to come before the Caldwell Planning and Zoning Hearing Examiner on March 7, 2002:
Case No: SUP-154-02
Applicant: Claude Brumfield
Project: Class A Manufactured Home (temporary use)
Location: Easement on vacated Joliet Street east of N. 9th Avenue
The CFD has previously commented this proposed project and provided the Applicant with
documentation stating our acceptance of the access as it has been proposed. Our acceptance was
based on the Applicant assuring us that they have an entitlement and right of way on the vacated
portion of Joliet Street up to their property. That access is of adequate width for fire apparatus
and is adequate to provide emergency services to the manufactured home at the location shown
on the plans (in the northwest quadrant of the parcel).

The Engineering Department provides the following comments concerning a Special Use Permit request by
Claude Brumfield to place a manufactured home in a commercial zone:
1. The proposed building lot previously fronted on Joliet Street. However, at Mr. Brumfield's request,
Joliet Street was vacated by the City of Caldwell on March 3, 1997 (Res. 27-97). The Infrastructure
policy requires all lots to have frontage upon a public street. The proposed site does not have frontage
upon a public street. The Engineering Department is willing to recommend that this requirement be
deferred only if the following conditions are met:
a. This residential use is temporary for family purposes only and will be revoked if ownership is
transferred or if Mr.Brumfields son moves from the property.
b. A ingress/egress easement is recorded from Ninth Avenue up to and across the proposed lot
frontage.
2. At a minimum,the driveway to the dwelling unit will be required to meet emergency vehicle standards.
3. If the Infrastructure Policy is enforced, then the lot can be configured as a flag lot, and should
incorporate a 56-ft strip of property fronting onto Ninth Avenue. The need for street improvements
along Ninth Avenue would be reviewed and implemented during the Building Permit process.
4. The site is served by City sewer and water in Ninth Avenue. Sewer and water connection fees will be
reviewed during the building permit process.
5. Irrigation water for any and all landscaping shall be obtained from surface water sources and not from
the domestic water system.
6. Appropriately licensed public works contractors shall perform all construction within public right-of-
way.
