The existing property is currently connected to City sewer and water services. At the time of building permit issuance a determination shall be made if additional sewer and water use fees shall be assessed. DATE: June 7, 2002 TO: Steve Hasson, Community Development Director FROM: Douglas Brown,Assistant Chief/Fire Marshal SUBJECT: Comments for Caldwell Planning& Zoning Commission June 20,2002 Meeting The Caldwell Fire Department (CFD) offers the following comments regarding the following cases to come before the Caldwell Planning&Zoning Commission on June 20, 2002: Case No: ANN-72-02 Applicant: Dennis Cartwright Project: Annexation of 19.19 acres Location: South of Homedale and east of Florida The CFD has no objection to this annexation request and will address specific fire code requirements during the subdivision and/or building permit plan review process. Case No: SUP-160-02 Applicant: Caldwell School District Project: Change of Use—church to classrooms Location: 824 E. Logan Street The CFD has met with principals from the church and the school district at this facility to discuss their plans. This is a doable project from our perspective though there will be numerous conditions imposed. Consideration will be given for the temporary nature of the use. This facility is exempt from Idaho Department of Building Services plan review because it will be below their cost threshold. There may be some UBC considerations that will have to be resolved. veryone. 1 MEMORANDUM TO: Rick Miller and Chuck Randolph, Caldwell School District FROM: Assistant Chief Doug Brown, Fire Marshal DATE: July 10, 2002 SUBJECT: United Methodist Church Classrooms/Jefferson Jr. High Modulars The Caldwell School District has filed, or is about to file, for a couple of special use permits for two separate projects. The Caldwell Fire Department, having met with school officials, offers its comments and conditions of approval below. United Methodist Church. The first project is to use three existing classrooms at the United Methodist Church located at 824 E. Logan for temporary use as kindergarten class rooms for public school children. This request is made to help mitigate overcrowding conditions at local elementary schools. The CFD approves of this use with the following conditions imposed: . ome type of room numbering system must be used and room numbers posted on or near the doors to each classroom. 2'.An approved secondary means of egress must be provided from each classroom. r Illuminated exit signs with battery backup are required at both ends of the hallway. /"E mergency lighting shall be provided in the hallway and may be part of the exit light units. Ohere shall be two (2) 2A:10BC rated fire extinguishers—located at both ends of the hallway. / They shall be mounted or placed in wall cabinets between 3' to 5'above floor level and be f readily visible. 6. Fire escape routes and evacuation plans shall be posted in each classroom showing two ways out in case of fire. The plans shall be mounted at average eye-level for a kindergarten student. The principal exit shall be the one facing Logan Street. The other exit which empties into the hallway near the chapel should not be used except as a last resort. 1 il,- 3 /7. A temporary fire alarm system shall be provided. It shall consist of small "canned" air horns that shall be kept in a specific location near the primary classroom exit doorway. The horn shall be identified as "Temporary Fire Alarm" and include an adjoining instruction sheet that states: "For emergency use only. In case of fire sound five (5) short blasts and repeat that signal every ten seconds until all persons are evacuated from the building." One steady blast for five seconds will be the "all clear" signal. (The air-horn air-cans shall be replaced at the first sign of low air pressure and spare cans shall be kept handy for backup.) 8.Classroom occupancy is limited to no more than 30 students per classroom. 9.Fire drills shall be conducted monthly for all students, faculty and staff. Two fire drills shall be conducted the first week of school using a different escape route each time. 10. All electrical code violations shall be corrected and made safe (ceiling fan wiring). 11. The doors between the Chapel area and the classroom hallway shall be kept closed at all times but shall never be blocked or locked while the classrooms are in use. The hallway and each separate classroom shall have a single-station battery-powered smoke detector and these shall also be tested monthly. 13. All teachers shall practice safe housekeeping and avoid excessive accumulations of combustible materials in their classrooms. 2 The hallway shall be kept clean and clear at all times. 15.The use of extension cords, coffee pots, hotplates, etc. is prohibited. Only listed and approved multi-plug outlets are approved. Multiplug outlets shall not be "daisy chained." It is my opinion that the above requirements will provide an acceptable level of fire protection for the temporary use of these as kindergarten classrooms. Jefferson Jr. High School A request has been made to install two (2) "temporary"modular classroom units (two classrooms each) at Jefferson Jr. High School at 3311 S. 10th Avenue. I met at that site on July 9, 2002 with Superintendent Rick Miller, Head of Maintenance Frank McCready and Bill Hammel of Design West to review the situation. The purpose of this request is also driven by overcrowding in the regular school facilities. The CFD approves of this use with the following conditions imposed: 1. Assign and post approved room numbers to all of the portable classrooms. 2. Install a master address number sign(3311) out near 10th Avenue. 2 3. The approved location to the east side of the existing school building would require modifications to the access roadway to provide a CFD approved turnaround for fire apparatus. This would involve the construction of an all-weather surface turnaround area of approved dimensions. 4. Remove some of the existing curb stops along the end of Fircrest Street and the alignment of Spruce Street to allow the fire department"drivable" access to the fire hydrant at that location. 5. Modify the bollards and chains across the access roadway on the north end of the existing school building near the existing modular classroom to allow easier access and an unobstructed width of at least 20 feet when removed. 6. Post"No Parking—Fire Lane" signage on any and all chain or gated devices across access roadways. 7. Occupant load is not to exceed that established by the building official or 49, whichever is less. 8. Modular classrooms would have to meet all UBC and UFC requirements including approved exiting, exit signs, emergency lighting, fire alarm system components, evacuation plans and fire extinguishers. It is my opinion that the above requirements will provide an acceptable level of fire protection for the temporary use of these as junior high school classrooms. I am forwarding a copy of these comments to the Community Development Department to accompany your special use applications.
