The Engineering Department provides the following comments on the above referenced
Special Use Permit request by Snoline Express, Inc. to replace a single wide
manufactured home with a double wide manufactured home used for office space on
Roedel Avenue:
1. The existing property is currently connected to City water service, but at this time
sewer is not available. At the time of building permit issuance a determination shall be
made if additional water use fees shall be assessed.
2. Storm water drainage from any additional impervious area created by modifications to
the existing structures and/or grounds shall be retained on-site in accordance with the
City's Storm Water Management Policy.
3. There is an existing large rock sign and other landscaping towards the southeast
corner of the property that is located in the right-of-way. If and/or when Roedel Avenue
is further improved, said rock sign and landscaping shall be relocated at property
owner's expense.
4. The adequacy of existing right-of-way was reviewed and two issues are noted below:
A. Roedel serves an industrial area and the Zoning Ordinance recommends streets
serving industrial areas have 40 feet of half right-of-way. The existing street has 25
feet. The City Engineer recommends the applicant provide the additional 15 feet.
B. There is an existing east/west street called "Riverside" platted in the block just east
of this parcel that should be extended across the northern edge of the applicant's
parcel. Riverside, when fully developed, will provide traffic circulation around the
northerly end of the industrial area and an essential utility corridor for wastewater
collection. The City Engineer recommends right-of-way be provided for Riverside.

SUBJECT: Comments for Caldwell Hearing Examiner
August 1,2002 Meeting
The Caldwell Fire Department (CFD) offers the following comments regarding the following cases
to come before the Caldwell Hearing Examiner on August 1, 2002:
Case No: SUP-167-02
Applicant: Snoline Express, Inc.
Project: Expansion of a truck/trailer repair facility,truck terminal, offices
Location: 303 Roedel Avenue
The CFD approves of this expansion with the following conditions:
• The Applicant shall install a new fire hydrant to help meet fire flow requirements that are
currently not sufficient for the hazard that is present. That hydrant shall be installed on
Roedel Avenue, near the northeast corner of this property, and shall be installed to CFD
and Caldwell Water Department specifications.
• The Applicant shall establish fire lanes (20' min. width) in and around the buildings and
maintain those clear at all times.
• The Applicant shall procure an application form for a CFD approved lock box for
emergency access and mount it in an approved location.
• The Applicant shall make an appointment for a full and complete fire inspection for
identification and compliance with fire regulations for their entire facility- including all
existing and new buildings.
