I ELI) PP,-3 tv- M0 01Z9)OL (-fl du.WC • DATE: October 25, 2002 e OCT 2 2002 ; TO: Steve Hasson, Community Development Director FROM: Douglas Brown, Assistant Chief/ Fire Marshal SUBJECT: Comments for Caldwell Hearing Examiner November 7, 2002 Meeting The Caldwell Fire Department (CFD) offers the following comments regarding the following cases to come before the Caldwell Hearing Examiner on November 7, 2002: Case No: SUP-176-02 and ZON-27-02 Applicant: Lynda Hempel Project: Drive-in/espresso shop Location: 1612 Kimball Avenue The CFD does not object to the SUP for this business and has met with the Applicant to review various fire protection needs. The CFD will address the particulars during the Building Permit plan review process. Case No: SUP-177P-02 Applicant: 4M Developers Project: Two uses in an airplane hangar Location: 5015 Aviation Way The CFD is aware of this situation but has not met with the Applicants yet. Because the entire hangar building is fully equipped and protected by an approved automatic fire sprinkler system, that provides more latitude than would typically be allowed. The CFD initially has no objection to this SUP being issued, however, our approval is conditional upon the findings of a thorough fire inspection of the premises and compliance with those conditions. As a correction to a statement in James McFarland's letter dated October 1, 2002, the fire alarm is not "connected to the Caldwell Fire Station" — it goes to a private alarm company first, and they relay it to the CFD. 1 MEMORANDUM To STEVE HASSON I) E O L'-' fi V L I..F ---7 From GORDON LAW, CITY ENGINEER, IOW ' y _ "CT 24 2002 RE: Case No. SUP-177-02 4M Developers (Cady-West Bag) Date: October 24, 2002 The Engineering Department does not oppose the proposed Special Use Permit, and provides the following comments on the proposed development: 1. It is the understanding of this department that the owner(s)/operator(s) of the building in question have without permit connected their sewer service to an existing drainage field that serves an adjacent building. To avoid potential action from the governing agency, Southwest District Health, this department recommends that the applicant be required to connect to the recently constructed sewer main east of the property as a condition of this Special Use Permit. All applicable connection fees must be paid at the time of connection. 2. The Airport Commission should be solicited for comment on this Special Use Permit. The Airport Manager has recommended that the application be approved (see attached). However, that permit must be obtained in a way consistent with Zoning Regulations. It is our understanding, that in order to permit a building for two separate uses, it is necessary to go through a process that allows the various city departments to determine whether the two proposed uses are or can be made compatible. For example are the two uses safe from a fire point of view? Is there enough parking? In summary, the Commission favors any building on the Airport being permitted for Aviation use as long as the permit is in concert with the Zoning regulations. Restoring older aircraft, as is proposed in the Onion Bag building, is in keeping with the Commissions vision for the Airport. Additional information: This building may cause some problem in the long run in that it neither has an aircraft door or access to a taxi way.
