The Engineering Department provides the following comments concerning a Special Permit
request by Sallie Palleria for approval of the Logan Medical Plaza consisting of approximately
20,000 sq. ft. professional office space.
1. The existing 25-foot one-half width right-of-way along Logan Street does not meet current
City standards. The applicant will be required to dedicate to the public an additional 5-foot
of right-of-way to meet the current City standards for a "Major Collector"which is a 30-
foot one-half width right-of-way.
2. Currently the existing infrastructure along Logan Street does not meet City standards.
The applicant will be required to reconstruct all frontage improvements including curb,
gutter, and sidewalk to meet current City standards.
3. Both domestic water and sanitary sewer are available to the site. Sewer is located
adjacent to the site on both the east and west side. Water is adjacent to the property in
Logan Street. The applicant will be required to connect to City services. Connection fees
will be assessed as part of the building permit process.
4. There is currently a 20-foot blanket utility easement that bi-sects the applicants property
approximately 325-feet east of the centerline of Kimball Avenue on the north side of
Logan Street. The applicant will be required to take any action necessary to identify and
verify use/none-use of easement, remediate conflicts, and/or take any steps necessary to
vacate easement(if approved by affected utilities and the City).
5. According to the Institute of Transportation Engineers Trip Generation, 6th Edition, Vol. 1
& 2, an 18,000 sq. ft. medical/dental office building with an additional 2,000 sq. ft.
pharmacy will generate approximately 830 average daily trips. There are three existing
single family detached residences located on the site which generate approximately 29
average daily trips. With the construction of the proposed medical/dental office building,
the average daily trips will be increased by approximately 29 times.
6. All traffic control for the project shall meet the requirements of the Manual on Uniform
Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide
a traffic control plan to the City Engineer for review prior to any construction within the
right-of-way.
7. The applicant will be required to comply with A.C.H.D. (Ada County Highway District)
access spacing and alignment requirements at a minimum. The proposed driveway
access at the east side of the property will need to be a Right in/Right out access only
due to the existing approach alignments on the south side of Logan Street.

8. Prior to commencement of construction in any dedicated right-of-way, the City Engineer
staff is to be notified. Appropriate City personnel are to be notified in advance of all
required inspections.
9. Provision is to be made for the disposal of stormwater drainage that may occur from the
addition of impervious surfaces in accordance with the City Stormwater Management
Policy. A copy of this policy is available upon request.
10. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation
District sources. City municipal water may be used if the criteria specified in the
Landscape Ordinance Section 10-07-12 are met.
11. Appropriately licensed public works contractors shall perform all construction of dedicated
facilities.
12. A pre-construction conference shall be held a minimum of three (3) working days prior to
the start of construction. The applicants engineer shall coordinate the conference and all
applicable parties involved shall be invited. The applicants engineer shall provide
"Approved for Construction" plans to all parties at the time of the conference.

The Caldwell Fire Department (CFD) offers the following comments regarding the following cases
to come before the Caldwell Planning&Zoning Commission on November 12, 2003:
Case No: SUP-199-03
Applicant: Sallie Palleria
Project: Logan Medical Plaza
Location: N side of Logan between Kimball and Arlington
The CFD has no objections to the issuance of a SUP for this project, however, the CFD has only
met preliminarily one time with the developers to hear about the project in general.
No site plans or building plans were submitted to my office requesting comments on this project.
Fire protection issues for this facility will typically include: a new building address (and internal
"suite" sub-address system), access (fire lanes, secondary ingress/egress), minimum required fire
flow (including the need for additional fire hydrants), built-in fire protection (fire sprinklers and
alarm systems), type of construction, setbacks, any unusual hazards, exiting from the building,
etc. All of these issues are typically identified and comments made during the building permit
plan review process pursuant to applicable requirements stipulated in the 2000 International Fire
Code.
