Box 1177 ' JAN 13 2004 Caldwell, Idaho 83505 To Whom It May Concern: I have just become aware of the need to support the granting of a special use permit to operate a domestic violence shelter in Caldwell. I am presently a counselor at Central Canyon Elementary School in the Vallivue District. My building is located in Caldwell. I have been a counselor for thirteen years. Eleven of those have been as a counselor in the public school sector and also doing contract work in two nonprofit counseling agencies—Salud Y Provecho and Lutheran Community Services, both of which are located in the Caldwell area. I have worked with many victims of domestic violence and their chil- dren. I have often been frustrated by the lack of bilingual services available for them. Hope's Door is a much needed addition to the com- unity resources needed to service our population as it continues to grow by leaps and bounds. Victims of Domestic Violence and their chil- dren need a safe place to go in their time of critical need. I takes much courage to leave an abusive situation and if there is no where for them to take shelter, they face one more insurmountable hurdle. Please consider granting this special use permit. The 5,000 document- ed volunteer hours already given to Hope's Door and the 200 volun- teers is most impressive and speaks to a well organized working struc- ture ready to serve those in most need. When I consider the well-documented statistic which states that a person leaves an abusive situation seven times, on the average, before they leave permanently, I shudder to think where they might go if the only other shelter is full, as it has been in the past or if they need bi- lingual services, not provided by the other shelter. Let Caldwell be a leader in this situation and provide a well-run and successful shelter, which meets the needs of our diverse population. It is an opportunity for Caldwell to "Walk the Talk." The population growth in the Caldwell and surrounding area has had an impact on the domestic violence services offered through the shelters in Boise and Nampa. The need is greater than current capacity and resources at these two sites can provide. Unfortunately, there is also an increase in the number of Hispanic victims of domestic violence. Hopes Door is committed to serving all victims of domestic violence within its service area and to ensure that bilingual bicultural services are available when such are required. In essence, your approval of a special use permit for these purposes will not only provide safety to victims, but will help in the important task of breaking the cycle of domestic violence. I represent a citizen's group of over twenty people formed last May to look into the domestic violence death of Angie Leon. In our research, which is still ongoing, we discovered many things. I discovered that there is not enough services in Canyon County, like Hope's Door wants to offer, to meet the desperate need of abused women/men and their children trying to escape from domestic violence situations. Secondly, that there is a very low level of education on the part of the public on the true cost we pay as a society because of domestic violence. We need to do all we can to offer as much help, support and understanding to these victims. I have had extensive discussions with the organizers of this project and believe that their mission is necessary for Caldwell. I have toured the facility and believe it to be perfect for this function, given its past use and location. I offer our support and urge the Planning and Zoning Commission to approve this special use permit. I would be happy to answer any questions you might have. I told those Commissioners that I would inquire with the Boise City Planning and Zoning Department concerning their rules and regulations involving shelters for domestic violence victims. On or about January 20,2004,I traveled to the Boise City Hall and requested assistance from several of the senior staff members into their attitudes and requirements for shelter homes. Without exception,all staff members stated that Boise City encourages such shelters. While the Salvation Army and the Women's and Children's Alliance each have shelters in zoning areas that classify those shelters as non-conforming uses,Boise City embraced and encouraged those shelters. After the appropriate time for public notification and input from surrounding landowners,abuse shelters have no regulation nor special restrictions similar to the regulations involving childcare facilities. The staff stated that they never have any restrictions as to the number of inhabitants allowed in the facility,those restrictions are regulated by the Boise City Fire Department. Furthermore,the staff found my question as to any limitations on the hours occupants are allowed outside of the structure as being quite humorous. One staff member stated that the shelters impose their own restrictions on hours of operations and that the city government has no legal right to impose such restrictions. The Boise City Planning and Zoning Department staff stated that they regularly attend meetings and conferences regarding changes in planning and zoning regulations to update their knowledge and adjust regulations for the changing land use requirements. The staff stated that many members of other land use planning agencies regularly visit with them regarding regulations and zoning classification perimeters.
