This puts the facility in the hotel motel requirements for parking at one space for each resident at the design level for the facility plus back filling the spaces lost to county employees due to the construction of this project. The county does not`BUS/VAN POOL" inmates to work. The parking total should be 275 spaces. SECTION 10-10-01 TRAFFIC IMPACT STUDY The proximity of this facility to Chicago, 10th Avenue, and Van Buren School surely rises to the threshold of a traffic impact study for the intersection of 12`h and Chicago. The ordinance indicates 1,000 trips per day or 30,000 square feet for the trip point. Given the additional traffic and the pedestrian school children using this intersection, the level of intensity in and out of this facility at corresponding times of the workday a traffic study is warranted in our opinion. The need for signalization of this intersection for child safety is also in question. COMP. PLAN ISSUES Was this project discussed with the Caldwell School District as the project relates to pedestrian and bikeway component of the SCHOOL FACILITIES AND TRANSPORTATION COMPONENT of the comp. plan. Was the balance between safe access, adequate parking, fire safety and pedestrian circulation adequately addressed? TRANSPORTATION COMPONENT Was the issue of protection of future transportation corridors and rights of way addressed in the staff analysis of the TRANSPORTATION COMPONENT . What is the plan for Chicago Avenue when the Franklin overpass is rebuilt and this street becomes a Gateway street into our city. COMMUNITY DESIGN COMPONENT (Part A) How does this project encourage and maintain an aesthetically pleasing City of Caldwell? (Part E) How does this project enhance rather than detract from the visual image of the surrounding area currently and into the future. � '7i
