The Engineering Department provides the following comments concerning a Special Use Permit
request by LKV Architects for the following: to allow an existing building to be remodeled for a
Community College facility and small retail spaces. The property is located at 5023 Cleveland
Blvd.
1. The existing 45-foot one-half width right-of-way along Cleveland Blvd. meets current City
standards for a Principal Arterial Street.
2. The existing 30-foot one-half width right-of-way along Ustick Road does not meet current
City standards. The applicant will be required to dedicate as public right-of-way an
additional fifteen (15) feet to meet City standards for a Principal Arterial Street.
3. The applicant will be required to construct frontage improvements as necessary to meet
current City of Caldwell Standards which may include the construction or replacement of
curb, gutter, sidewalk, driveway approaches, pedestrian ramps, storm drain facilities and
asphalt pavement. These requirements will be reviewed with the building permit
application.
4. The applicant will be required to comply with the Caldwell Access Control Standards For
State Administered Highway Ordinance and the A.C.H.D. (Ada County Highway District)
access spacing and alignment requirements at a minimum. All spacing and alignment will
be reviewed with the building permit application. The proposed access points appear to
comply with these standards but may be restricted to right in and right out only if they
create traffic conflicts or when other access points become available.
5. Access points and the right-of-way interface at Ustick Road and Cleveland Blvd shall be
coordinated with the Idaho Transportation Department.
6. Provision is to be made for the disposal of stormwater drainage that may occur from the
addition of impervious surfaces in accordance with the City Stormwater Management
Policy. A copy of this policy is available upon request.
7. Prior to commencement of construction in any dedicated right-of-way, the City Engineer
staff is to be notified. Appropriate City personnel are to be notified in advance of all
required inspections.
8. All traffic control for the project shall meet the requirements of the Manual on Uniform
Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide
a traffic control plan to the City Engineer for review prior to any construction within the
right-of-way.
9. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation
District sources. City municipal water may be used only if the criteria specified in the
Landscape Ordinance Section 10-07-12 are met.
