The Engineering Department provides the following comments concerning a Special Use Permit
request by Home N Hospice for special use permit approval for a professional office within an R-3
(Multifamily High Density Residential)zone. This property is located at 1815 S. 10th Ave.
1. The existing 25-foot one-half width right-of-way along South Tenth Ave does not meet
current City standards. The applicant will be required to dedicate as public right-of-way
an additional eight(8) feet to meet City standards for a Minor Arterial Street.
2. The applicant will be required to construct five (5) foot sidewalk along the 10th Ave
frontage, refer to City of Caldwell Supplemental Specifications to the 2003 ISPWC
(standard drawing C-712A).
3. Although the proposed access point along South Tenth Ave does not comply with City
Standards for access spacing and alignment requirements on an Arterial Street, its
location seems favorable but may be restricted to right in and right out only if it creates
traffic conflicts. All spacing and alignment will be reviewed with the building permit
application. Approach width shall be a minimum of 25-feet and shall be constructed to
City Standards, refer to City of Caldwell Supplemental Specifications to the 2003 ISPWC
(standard drawing C-710).
4. The applicant will be required to remove the abandoned driveway approach on the south
side of the property and replace with standard curb and gutter, refer to City of Caldwell
Supplemental Specifications to the 2003 ISPWC (standard drawing C-715).
5. Both domestic water and sanitary sewer are available to the site. The applicant will be
required to connect to City services if not already connected. Additional connection fees
(if applicable)will be assessed with the Building Permit Application.
6. Provision is to be made for the disposal of stormwater drainage that may occur from the
addition of impervious surfaces in accordance with the City Stormwater Management
Policy. A copy of this policy is available upon request.
7. Prior to commencement of construction in any dedicated right-of-way, the City Engineer
staff is to be notified. Appropriate City personnel are to be notified in advance of all
required inspections.
8. All traffic control for the project shall meet the requirements of the Manual on Uniform
Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide
a traffic control plan to the City Engineer for review prior to any construction within the
right-of-way.
9. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation
District sources. City municipal water may be used only if the criteria specified in the
Landscape Ordinance Section 10-07-12 are met.
