Re: Case No. SUP-258-05 (Helena Chemical Company)
Date: December 9, 2005
The Engineering Department provides the following comments concerning a Special Use
Permit request by Helena Chemical Company to store agricultural chemicals for
distribution. The site is located at 3405 Arthur Street.
Rights-of-Way
1. This section of Arthur Street falls within an Industrial Subdivision (Industrial Site
Addition No.1) and has an existing thirty (30) foot one-half width right-of-way. The
dedication of additional right-of-way will not be required at this time.
Street
1. The two existing driveway approaches on the subject property fronting Arthur
Street do not meet City standards. In accordance with the City of Caldwell's
Infrastructure Improvement Policy, these approaches will need to be
reconstructed to City standards. Refer to City of Caldwell Supplemental
Specifications to the 2005 ISPWC (standard drawing C-710).
Sewer&Water
1. Both domestic water and sanitary sewer are available to the site. The applicant
will be required to connect to City services if not already connected. Additional
connection fees may be assessed with the Change of Use Application (if
applicable).
Storm Drain
1. Provision is to be made for the disposal of stormwater drainage that may occur
from the addition of impervious surfaces in accordance with the City Stormwater
Management Policy. A copy of this policy is available upon request.
Irrigation

1. Irrigation water for any and all landscaping shall be obtained from applicable
Irrigation District sources. City municipal water may be used only if the criteria
specified in the Landscape Ordinance Section 10-07-12 are met.
General
1. Prior to commencement of construction in any dedicated right-of-way, the City
Engineer staff is to be notified. Appropriate City personnel are to be notified in
advance of all required inspections.
2. All traffic control for the project shall meet the requirements of the Manual on
Uniform Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The
contractor shall provide a traffic control plan to the City Engineer for review prior
to any construction within the right-of-way.
3. Appropriately licensed public works contractors shall perform all construction of
dedicated facilities.

Subject: Comments on Helena Chemical (SUP-258-05)
Importance: High
The Caldwell FD will conditionally approve the use of the building and site located at
3405 Arthur Street for a storage building for Helena Chemical. Our actual
conditions of approval will be made during a full building permit plan review for the
proposed change-in-use of that site. To synopsize some of the conditions we
include the following:
Specifically we will be looking at the ability of the water system to meet the
minimum required fire flow, probably require an additional fire hydrant mid-block
(between 34th and 36th Avenues), upgrading of the fire hydrant at Arthur St. and
36th Ave. (to a commercial type), an analysis and letter of approval from a licensed
fire protection engineer stating that the automatic fire sprinkler system is properly
designed for the storage and hazard (and if not, what is needed for it to be properly
designed for the hazard), a Supra Key box for emergency access, twenty-foot wide
fire lanes around the building, an analysis of the storage layout and quantities of all
hazardous materials stored inside (and if any are stored outside), an approved
windsock located on the roof, a full fire alarm system per the IFC, an evacuation
and emergency plan, clearance of any existing combustibles from inside or outside
the site, NFPA 704 marking signage on the building, numerous fire extinguishers,
exit lighting and emergency lighting, and other warning signage as required by the
code or CFD.
Chemical storage facilities also are required to comply with EPA TIER II
HAZWOPER reporting requirements as administered by the CFD (Capt. Carico).
The Applicants also need to inform the CFD and the fire sprinkler company's fire
protection engineer if there will be any storage in excess of twelve feet (12') in
height, as that will require compliance with IFC Chapter 23 (High-Piled Combustible
Storage).
