The site is located at 710 East Linden Road. Rights-of-Way 1. East Linden Street is classified as a Minor Arterial. Currently there is only prescriptive right-of-way along the East Linden Street frontage. The applicant will be required to dedicate to the public a thirty-three (33) foot one-half width right- of-way along the East Linden Street frontage to meet minimum city standards for a Minor Arterial. Street 1. In accordance with the City of Caldwell's Infrastructure Improvement Policy, the applicant will be required to construct attached 5' sidewalk along the entire East Linden Street frontage. Refer to City of Caldwell Supplemental Specifications to the 2005 ISPWC (standard drawing C-709). 2. Any approaches on East Linden Street are required to comply with ACHD intersection spacing and alignment standards at a minimum. The proposed access point on East Linden Street meets these requirements but may be restricted to right turn in and right turn out if traffic conflicts arise. Approach width shall be a minimum of 25-feet and shall be constructed to City Standards, refer to City of Caldwell Supplemental Specifications to the 2005 ISPWC (standard drawing C-710). Sewer &Water 1. The subject property is currently connected to both domestic water and sanitary sewer. Additional connection fees (if applicable) will be assessed with the Special Use Permit Application for these City sevices. Storm Drain Page 1 of 2 PAS 1. Provision is to be made for the disposal of stormwater drainage that may occur from the addition of impervious surfaces in accordance with the City Stormwater Management Policy. A copy of this policy is available upon request. Irrigation 1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District sources. City municipal water may be used only if the criteria specified in the Landscape Ordinance Section 10-07-12 are met. General 1. Prior to commencement of construction in any dedicated right-of-way, the City Engineer staff is to be notified. Appropriate City personnel are to be notified in advance of all required inspections. 2. All traffic control for the project shall meet the requirements of the Manual on Uniform Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a traffic control plan to the City Engineer for review prior to any construction within the right-of-way. 3. Appropriately licensed public works contractors shall perform all construction of dedicated facilities. I worked with Roland and Mindy for about a period of one year. During that time, they assisted in providing child care services to three very difficult and troubled children on my caseload through Child Protection. I was impressed with Roland and Mindy's sensitivity to their special needs and ability to provide developmentally appropriate parenting, supervision, and discipline. Roland and Mindy went far above and beyond their duties as a child care providers to ensure these children's physical and emotional needs were met. They worked as a team with the foster parents, birth family, psychosocial rehabilitation providers, and the Department of Health and Welfare. When questions or concerns arose, they were assertive in asking questions, obtaining information, and offering themselves as resources. Throughout my work with them, I was so impressed with their work that I encouraged them to become foster parents of children with special needs. Roland and Mindy are competent, caring individuals that provide excellent care to children. I would recommend they continue doing so in a variety of settings. Since the start of their participation on the Child and Adult Care Food Program Roland and Melinda have proven time and time again to be dependable, organized and exceptionally informed individuals. They not only keep current with the Federal Nutrition Program, but they often call us with information and updates on different illnesses, etc that are going around the child care community. Because of their amazing dedication and organizational skills they transitioned from a Day Care Home License to a Group Day Care Facility without missing a beat. Often times there is havoc and confusion while trying to upgrade your license limit, but the Johnson's made it seem as if they had been through the process numerous times in the past. The Johnson's never hesitate to call with a question or concern as they continuously strive to operate their facility with the utmost perseverance. It is because of their proven hard work and dedication that they are at the top of my list when clients call in reference for needing child care referrals. In my opinion, Roland and Melinda Johnson will not just have a ` run of the mill" day care center, but will have a dependable, organized and loving facility that parents will feel blessed to have their children be a part of.
