Memorandum

Re: Case No. SUP-261-05 (Canyon County Crime Lab)
Date: March 8, 2006
The Engineering Department provides the following comments concerning a Special Use
Permit request by Canyon County and Bugatsch Architects for a special use permit to
expand the existing structure on the property. The site is located at the intersection of
11th Avenue and Belmont Street.
Rights-of-Way
1. The existing forty (40) foot one half width right-of-way along the East Belmont
Street frontage meets minimum city requirements. The dedication of additional
right-of-way will not be required at this time.

Street
1. In accordance with the City of Caldwell's Infrastructure Improvement Policy, the
applicant will be required to remove the existing curb & gutter and construct 6"
vertical curb & gutter along the entire East Belmont Street frontage. Refer to City
of Caldwell Supplemental Specifications to the 2005 ISPWC (standard drawing
C-701).
2. In accordance with the City of Caldwell's Infrastructure Improvement Policy, the
applicant will be required to remove the existing curb & gutter and construct 6"
vertical curb & gutter along the entire 11th Ave frontage. Refer to City of Caldwell
Supplemental Specifications to the 2005 ISPWC (standard drawing C-701).
3. In accordance with the City of Caldwell's Infrastructure Improvement Policy, the
applicant will be required to replace the existing pedestrian ramp on the
northeast corner of the property with one that meets ADA and City of Caldwell
standards, refer to City of Caldwell Supplemental Specifications to the 2005
ISPWC (standard drawing C-712A) or the City engineering department for an
approved substitute.
4. In accordance with the City of Caldwell's Infrastructure Improvement Policy, the
applicant will be required to pave the existing alley adjacent to the southerly

boundary and shall extend the full length of said frontage, refer to City of
Caldwell Supplemental Specifications to the 2005 ISPWC (standard drawing R-
803).
5. Sidewalk replacement shall be constructed to City standards and shall comply
with City of Caldwell Supplemental Specifications to the 2005 ISPWC (standard
drawing C-709).
6. The applicant will be required to patch back asphalt along newly placed curb &
gutter. Asphalt concrete pavement shall be Class III mix and shall be 2.5" thick
with a minimum of 10" of compacted 3/4" gravel base. Refer to the 2005 ISPWC
sections 810 & 802.
7. The proposed access point on the easterly boundary of the East Belmont
frontage shall be realigned to a point (5) feet minimum off the adjacent property
line to comply with the City of Caldwell Zoning Ordinance. Driveway throat width
shall be a minimum of (25) feet, refer to City of Caldwell Supplemental
Specifications to the 2005 ISPWC (standard drawing C-710).
8. The proposed 75 foot access point on the East Belmont Street frontage shall be
constructed to City standards, refer to City of Caldwell Supplemental
Specifications to the 2005 ISPWC (standard drawing C-710). All portions of the
existing approaches shall be removed.
Sewer &Water
1. Both domestic water and sanitary sewer are available to the site. The applicant
will be required to connect to City services. Connection fees will be assessed
with the Building Permit Application as applicable.
Irrigation
1. Irrigation water for any and all landscaping shall be obtained from applicable
Irrigation District sources. City municipal water may be used only if the criteria
specified in the Landscape Ordinance Section 10-07-12 are met.
Storm Drain
1. Provision is to be made for the disposal of stormwater drainage that may occur
from the addition of impervious surfaces in accordance with the City Stormwater
Management Policy. A copy of this policy is available upon request.
General
1. Prior to commencement of construction in any dedicated right-of-way, the City
Engineer staff is to be notified. Appropriate City personnel are to be notified in
advance of all required inspections.

2. All traffic control for the project shall meet the requirements of the Manual on
Uniform Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The
contractor shall provide a traffic control plan to the City Engineer for review prior
to any construction within the right-of-way.

CFD Comments in regards to the proposed expansion of the CC Crime Lab (Case No. SUP-261-06)
The CFD has no problem with approval of the issuance of a SUP on this action. However, there are building and fire code
issues that will need to be analyzed and addressed during the building permit plan review process. We would reserve
further comments until such time as those plans are submitted for that review.
(Please note that on the notification memo I received dated 2-24-06 it has a "RE: SUB-261-06" when I think that should be
"SUP-261-06". That should probably be corrected to avoid confusion.)
