Memorandum To: Gian Paolo Mammone From: Gordon Law, City Engineer Tim King, Engineering Tech II "I g Re: Case No. SUP-262-06 (Imelda Rodriguez) Date: April 12, 2006 The Engineering Department provides the following comments concerning a Special Use Permit to open a daycare center, housing between 7 & 12 children in her home located at 108 East Omaha. The site is zoned R-1 (Low Density Residential), and classified for medium density residential use on the Comprehensive Plan Map. Rights-of-Way 1. The existing forty (40) foot one half width right-of-way along the East Omaha Street frontage meets minimum city requirements. The dedication of additional right-of-way will not be required at this time. Street 1. The existing driveway approach does not meet City Standards. The applicant will be required to remove the existing driveway approach and reconstruct to City standards. Refer to City of Caldwell Supplemental Specifications to the 2005 ISPWC (standard drawing C-710). 2. The existing sidewalk has settled near the back of curb leaving a '/4" plus lip. The applicant will be required to remove the existing sidewalk along the entire frontage and reconstruct to City standards. Refer to City of Caldwell Supplemental Specifications to the 2005 ISPWC (standard drawing C-709). Sewer &Water 1. The subject property is currently connected to both domestic water and sanitary sewer. Additional connection fees (if applicable) will be assessed with the Special Use Permit Application for these City services. Irrigation 1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District sources. City municipal water may be used only if the criteria specified in the Landscape Ordinance Section 10-07-12 are met. Page 1 of 2 C Storm Drain 1. Provision is to be made for the disposal of stormwater drainage that may occur from the addition of impervious surfaces in accordance with the City Stormwater Management Policy. A copy of this policy is available upon request. General 1. Prior to commencement of construction in any dedicated right-of-way, the City Engineer staff is to be notified. Appropriate City personnel are to be notified in advance of all required inspections. 2. All traffic control for the project shall meet the requirements of the Manual on Uniform Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a traffic control plan to the City Engineer for review prior to any construction within the right-of-way. NOTICE IS HEREBY GIVEN that the Caldwell Hearing Examiner will conduct a public hearing on Tuesday, April 18, 2006, at 7:00 p.m. in the community room of the Caldwell Police Department, 110 S. 5th Avenue, Caldwell, Idaho in order to hear the following: Case Number SUP-262-06, a request by Imelda Rodriguez, for special use permit approval to operate a daycare facility in an R-2 (Medium Density Residential) zone. The site is located at 108 East Omaha Street. You are being notified because Idaho Code, 67-6509, Local Planning Act 67-6509, requires notice of this public hearing to be provided to all political subdivisions providing services to the site and to all property owners or purchasers of record who own property within 300 feet of the subject area. Correspondence regarding the proposal is to be submitted to the Community Development Department no later than five (5) working days prior to the public hearing and will be made a part of the public record during the public hearing. Any written testimony received beyond that date must be brief in order to be read or acted upon. Public testimony will be taken at the hearing and made a part of the record. Case files and exhibits relative to this request are on file at the Caldwell Community Development Department located at 621 Cleveland Blvd. Files are available for review during the hours of 8:00 a.m. to 5:00 p.m. Monday through Friday. For any further information, please call 455-3021. A person who is visually and/or hearing impaired, or needs an interpreter should contact the City prior to the meeting.
