David Ekern, RE. Per the city's May 16th Caldwell Hearing Examiner notice (dated 4/25/06), regarding the Director subject application for The White Horse Saloon; ITD offers the following comment(s): Sue Higgins Board Secretary • No additional access to Cleveland Blvd. (I 84B). • ITD recommends consolidating access of adjacent properties and establishing shared access at a single location through cross access agreements. • Landscaping for the subject development shall not encroach onto the state right-of- way. • Any work, to be performed, within the state right-of-way requires an approved permit from ITD prior to construction. Sincerely, E ! / evm ablan, P.E. ®istrict Traffic Engineer 5 -� Memorandum To: Gian Paolo Mammone From: Gordon Law, City Engineer Tim King, Engineering Tech II �� Re: Case No. SUP-268-06 (Brian Donesley) Date: May 9, 2006 The Engineering Department provides the following comments concerning a Special Use Permit to open a bar/tavern. The site is located at 4498 Nampa/Caldwell Blvd. Rights-of-Way 1. The existing forty-five (45) foot one half width right-of-way along the Cleveland Blvd frontage meets minimum city requirements. The dedication of additional right-of-way will not be required at this time. Street 1. Existing frontage improvements along Cleveland Blvd are in compliance with current City of Caldwell standards. 2. The applicants narrative states ingress/egress is provided from an "alley" located from the southwesterly boundary corner to Lake Avenue. It should be noted that this travel way is on private property at is not public right-of-way. Sewer& Water 1. The subject property is currently connected to both domestic water and sanitary sewer. Additional connection fees (if applicable) will be assessed with the Change of Use Application for these City services. Irrigation 1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District sources. City municipal water may be used only if the criteria specified in the Landscape Ordinance Section 10-07-12 are met. Storm Drain Page 1 of 2 1. Provision is to be made for the disposal of stormwater drainage that may occur from the addition of impervious surfaces in accordance with the City Stormwater Management Policy. A copy of this policy is available upon request. General 1. Prior to commencement of construction in any dedicated right-of-way, the City Engineer staff is to be notified. Appropriate City personnel are to be notified in advance of all required inspections. 2. Appropriately licensed public works contractors shall perform all construction of public facilities. 3. All traffic control for the project shall meet the requirements of the Manual on Uniform Traffic Control Devices (M.U.T.C.D.) and the City Engineer. The contractor shall provide a traffic control plan to the City Engineer for review prior to any construction within the right-of-way. Page 2 of 2
