The Engineering Department provides the following comments concerning a Special Use
Permit request by Lisa Itano for approval to operate a preschool located at 1123 Blaine
Street.
Rights-of-Way
1. Blaine Street is classified as a Principal Arterial. The applicant shall be required to
dedicate as public right-of-way a forty-five (45) foot one half width right-of-way along
the Blaine Street frontage (minus existing) to meet City of Caldwell requirements.
2. 12th Avenue is classified as a Residential Street. The existing forty (40) foot one-half
width right-of-way meets City of Caldwell requirements. Additional right-of-way will
not be required at this time.
Street
1. Frontage improvements along the Blaine Street frontage meet City of Caldwell
requirements.
2. Frontage improvements along the 12th Ave frontage meet City of Caldwell
requirements.
3. The applicant will be required to pave the existing alley adjacent to the northeasterly
boundary and which shall extend the full length of said frontage, refer to City of
Caldwell Supplemental Specifications to the 2003 ISPWC (standard drawing R-803).
Traffic
1. Pick up and drop off of students shall be restricted to 12th Ave.
Sewer & Water
1. Municipal water and sewer are available to the subject property. The applicant shall
connect to these services if not currently connected.

Irrigation
1. Irrigation water for any and all landscaping shall be obtained from applicable
Irrigation District sources. City municipal water may be used only if the criteria
specified in the Landscape Ordinance Section 10-07-12 are met.
Storm Drain
1. Provision is to be made for the disposal of any stormwater that may result with the
increase of any impervious area on site in accordance with the City Stormwater
Management Manual. A copy of this Manual is available upon request. The engineer
of record is to provide calculations, which indicate that the assumptions in his
stormwater drainage plan comply with the requirements of the stormwater policy.
